There shall be a Department of Community Development, the head of which shall be known as the "Director of the Department of Community Development." Under the direction and supervision of the Director, the Department shall:
A. 
Administer and enforce Chapter 268, Zoning and other codes of the Township of Cedar Grove.
B. 
Review all applications for consideration by the Zoning and Planning Boards and make recommendations to such Boards.

E. 
Study the operation and effect of land use controls and their administration within the municipality and report thereon to the Township Manager.
F. 
Advise and assist the Township Manager and Township Council in regard to the physical planning and public improvement aspects of any matters related to the development of the municipality.
G. 
Oversee site plan and subdivision construction projects to ensure compliance with municipal and other codes and appropriate municipal approvals.
Within the Department, there shall be the Cedar Grove Construction Agency, the head of which shall be the Construction Official, who shall serve as the chief administrator of the enforcing agency. Under the supervision and direction of the Director of Community Development, the Construction Official shall:
A. 
Administer the State Uniform Construction Code in accordance with Chapter 119 of the Code of the Township of Cedar Grove and applicable general law.
B. 
Coordinate the activities of the Building Subcode Official, Plumbing Subcode Official, Electrical Subcode Official, Fire Protection Subcode Official and other subcode officials for such other subcodes as the Commissioner of the New Jersey Department of Community Affairs shall hereafter adopt as part of the State Uniform Construction Code.
C. 
Administer and supervise a central permit office in accordance with the requirements of the Uniform Construction Code to receive applications for construction permits and plan review, issue construction permits and certificates of occupancy, collect fees, penalties, fines and issue notices and orders.
D. 
Maintain a central file system by block and lot for each property in the municipality for which a permit has been issued or requested or for which an action has been taken by the municipal enforcing agency.
E. 
Supervise the maintenance and repair of such municipally owned buildings and properties as may be assigned to him from time to time by the Township Manager and supervise the custodial and janitorial services therefor.
The Director of the Department of Community Development shall also occupy the office of Township Zoning Officer and the Administrative Officer under the Municipal Land Use Law.[1] He shall be appointed by the Township Manager and shall be subject to his jurisdiction and control.

The Director of Community Development shall perform and exercise all the powers, duties and functions now or hereinafter vested in or conferred upon the Zoning Officer and Administrative Officer by statute or ordinance, together with any other duties established by ordinance or the Township Manager.
