A. 
There shall be a Township Advisory Health Council who shall serve in an advisory capacity in matters pertaining to the Health Department and its facilities and programs. The Advisory Health Council shall be governed by the general provisions set forth in N.J.S.A. 26:3-1 et seq., as may be amended from time to time, and not the specific provisions relating to townships.
B. 
The Advisory Health Council shall consist of eight members, seven of whom shall be citizen members, and one member of the Township Council. One of the citizen members, preferably, should be a physician.

A. 
The members of the Advisory Health Council shall be appointed by the Township Council.
B. 
The respective terms of office of the initially appointed members shall be as follows: one member shall be appointed for a term expiring on December 31, 1963; two members shall be appointed for terms expiring on December 31, 1964; and two members shall be appointed for terms expiring on December 31, 1965. Upon the expiration of the respective terms of the initially appointed members, the term of each member thereafter appointed shall be three years, commencing on the first day of January. The above-referenced terms of office shall apply to the citizen members. The term of the member of the Township Council shall be for one year expiring on June 30.

C. 
The respective terms of office of the additional members added in 1989 shall be as follows: one member shall be appointed for a term expiring on December 31, 1990; one member shall be appointed for a term expiring on December 31, 1991. Upon the expiration of the respective terms of the additional appointed members, the term of each member thereafter appointed shall be three years, commencing on the first day of January.

In the event of the resignation of any member of the Advisory Health Council, his death, inability to serve or absence from 50% or more of the regularly scheduled meetings of the Health Council in any twelve-month period, in which latter event removal shall automatically occur, the Township Council shall fill said vacancy for the remainder of the unexpired term.
A. 
The Advisory Health Council shall elect a President and Vice President at the organizational meeting to be held in January.
B. 
The Health Officer shall serve as Secretary of the Advisory Health Council and shall keep on file minutes of all meetings and copies of official correspondence of the said Advisory Health Council.
A. 
The Advisory Health Council shall hold regular meetings at the same time and day of each month in the Township Municipal Building as fixed in its organizational meeting in January.
B. 
Special meetings of the Advisory Health Council may be called by the President on three days' notice to each member. Special meetings shall be called by the President upon written request of two members of the Advisory Health Council, in which case three days' notice of the said meeting shall be given to each member. In case of emergency, the three-day notice requirement may be waived by the written consent of a majority of all the members of the Advisory Health Council.
C. 
The Advisory Health Council may make and amend rules and regulations concerning the conduct of its meetings.
The Advisory Health Council may make recommendations:
A. 
To the Township Health Officer concerning or relating to the operation or administration of the Department of Health.
B. 
To the Township Council concerning or touching upon matters of policy or ordinance affecting the Department of Health.
A. 
Whenever an appeal in writing is made to the Township Manager within 10 days from a ruling of the Health Officer regarding the denial, suspension or revocation of a license or permit as provided for elsewhere in the Code of the Township of Cedar Grove, the Manager shall convene the Advisory Health Council for the purpose of soliciting its advice regarding a decision on the appeal. In such cases, the opinion of the Advisory Health Council shall be advisory in nature only. The Township Manager shall make his individual decision on the matter upon receipt of the advice of the Advisory Health Council. In cases where appeals are made to the Manager, he shall set a date for the hearing within 14 days of receiving the written request and shall render his decision within 10 days of completion of the appeal proceedings.
B. 
Pending such appeal, the said ruling of the Health Officer shall be stayed unless in the opinion of the Township Manager a public health emergency otherwise requires.
