A. 
In the selection of probationary or permanent employees, the Township Manager shall give preference to Township residents and citizens of the United States who have equal qualifications with other nonresident applicants.

B. 
Original appointments by the Township Manager to vacancies in the Township service shall be based upon merit, which may be determined by competitive examinations insofar as practicable. Competitive examinations shall test the abilities and aptitudes of candidates for the duties to be performed. Such examinations may include such factors as education, experience, aptitude, knowledge, character and physical and mental fitness, but they shall not include inquiry into the political or religious affiliation or the race of any candidate. The Township Manager, in the selection for the appointment, shall use good judgment, based upon the qualifying examinations heretofore described in this section and personal interviews with the applicants.
In the absence of an appropriate list or for the filling of temporary or seasonal positions, or temporarily in the case of emergencies, vacancies may be filled by temporary appointments by the Township Manager. Such temporary appointments shall have a maximum duration of 12 months. No temporary appointment shall be construed to confer tenure of office upon the employee, and any temporary appointment may be terminated at any time by the Township Manager.
Applicants for Township employment shall apply on forms provided by the Township and designed to obtain pertinent information concerning the applicant's education, training, experience, character and other factors necessary to determine his fitness and qualifications for service in the Township. All applicants shall file their applications with the office of the Township Manager.
A. 
Applications may be rejected where the candidate:
(1) 
Lacks any of the established qualifications and requirements for appointment to the position for which he has applied.
(2) 
Is physically or psychologically unfit to perform the duties of the position to which he seeks appointment.

(3) 
Is addicted to the habitual or excessive use of drugs or intoxicants.
(4) 
Has been convicted of any crime or offenses, including disorderly persons offenses, involving moral turpitude or disgraceful conduct.
(5) 
Has been dishonorably discharged from the Armed Services of the United States and has not received a presidential pardon.
(6) 
Has been dismissed from previous employment for delinquency, insubordination or misconduct.
(7) 
Has practiced or attempted to practice any deception or fraud in his application, in his examination or in securing his eligibility for appointment.
(8) 
Is not within the age limits prescribed in the class specifications or examination announcements.
B. 
A candidate may, even after he is permitted to take a competitive examination, be declared ineligible for employment for any of the foregoing reasons. Employment during a probationary period shall not be considered a waiver of such reasons.

The Township Manager shall require all job applicants to submit to a physical examination or submit a physical examination report by a qualified physician, be fingerprinted and submit such other information as may be reasonably required by the Township Manager or Police Department in connection with a thorough background investigation.
The examination for original appointments may be oral, written or performance, psychiatric, physical or a combination thereof. The type and extent of examination shall be determined by the Township Manager in accordance with the position to be filled and the number of applicants for the position. The aforesaid types of examinations shall be designed to assist the Township Manager in arriving at the best decision in appointing new employees.
Examinations shall be given in such convenient places and at such times as to attract qualified candidates.
A. 
Candidates who qualify for appointment through the examining procedures shall be placed on a list for the appropriate classifications title in the rank order of the grades they obtained on the examination.
B. 
Insofar as may be applicable, the following rules shall determine the final examination grade:
(1) 
Candidates may be required to attain a satisfactory grade on one or more parts of an examination in order to continue the examination or to be eligible for appointment.
(2) 
Final grades shall be determined by averaging the grades of each part of the examination.
C. 
Final grades in examinations shall be filed in the office of the Township Manager.
D. 
The Township Manager shall cause each candidate who participated in the examination to be notified in writing of his examination result.
A. 
Each new employee shall serve a probationary period of 12 months. At the completion of the sixth and 12th months, the employee's department head shall prepare a written evaluation of the employee's performance in which the department head shall recommend the retention or dismissal of the probationary employee. These reports on a probationary employee shall be submitted to the Township Manager for his approval. If at the end of 12 months the probationary employee shall have been deemed to have successfully completed his probationary period by the department head and the Township Manager, he shall be granted status as a regular employee with all rights and privileges pertaining to his employment or position. If, however, at the conclusion of his probationary period the employee shall not have been deemed to have successfully completed his probationary period, he shall be dismissed. Nothing contained in this chapter shall be construed to prohibit the suspension or dismissal of a probationary employee at any time during his probationary period if, in the judgment of the Township Manager, such an action would be in the best interests of the Township, and such probationary employee shall not have the right to be heard by the Advisory Personnel Board established pursuant to Article XII of this chapter.

B. 
A 12 months' probationary period, together with written evaluation of the sixth and 12th months shall also pertain to an employee promoted to a higher classification. Such probationary status will in no way affect the rights and status in the original or lower classification.

C. 
Each new police officer shall be required to satisfactorily complete a basic police training program recognized by the New Jersey Police Training Commission prior to receiving a permanent appointment.
Classified employees who satisfactorily complete their probationary period shall have permanent employment status, conditioned upon good behavior and satisfactory job performance and, where required by statute, continued residence in the Township. They shall be subject to removal by the appointing authority only for cause or for reason of economy, after proper notice and the opportunity to be heard, as set forth in Article XII of this chapter.
