As used in this chapter, the following terms
shall have the meanings indicated:

A.
Vacancies may be filled, at the option of the Township
Manager, by utilizing promotional examinations on a competitive basis.
Such examinations may be written, oral, performance, physical, psychiatric
or a combination thereof. Such types of examinations shall be designed
to assist the Township Manager in arriving at the best decision in
promoting Township employees.

B.
Where the Township Manager finds that no permanent
employee is qualified for promotion to the vacancy, he may fill the
same, with or without the assistance of competitive examinations,
by other qualified nonpermanent employees or other candidates who
may apply. In any case, promotions shall give appropriate consideration
to the applicant's qualifications, record of past performance and
the length and quality of his service.

C.
In making promotions, the Township Manager shall give
due consideration to the recommendations of the department head concerned,
although he shall not be bound by such recommendations.
D.
Upon promotion of a full-time employee, the Township
Manager may grant a full salary increment effective immediately.

Pending the availability of a list determined
by the Township Manager to be appropriate, he may fill vacancies by
a temporary promotion. Such temporary promotions shall have a maximum
duration of six months.
