As used in this article, the following terms
shall have the meanings indicated:
Any establishment wherein or whereon the business of boarding
or training or selling dogs or breeding dogs for sale is carried on,
except a pet shop.
Any room or group of rooms, store or stores, cage or exhibition
pen, not part of a kennel, wherein, among other things, dogs for sale
are kept or displayed.

No kennel or pet shop shall be located, established
or maintained within the Township unless the person who keeps or operates
or proposes to establish a kennel or pet shop shall apply to and obtain
from the Township Health Officer a license entitling him to keep or
operate such establishment as provided by law.[1]

All licenses issued under this article by the Township
Health Officer for a kennel or pet shop shall state the purpose for
which the establishment is maintained and shall not be transferable
to another owner or different premises. Such licenses shall expire
on the last day of January of each year.
B.Â
Revocation.
(1)Â
All such licenses may be revoked by the Township Health Officer on recommendation of the State Department of Health or the Township Department of Health for any failure to comply with the rules and regulations of the State Department of Health or of the Township Department of Health governing the same, subject to a right of appeal as provided in Chapter 31, Health Council, Advisory, § 31-7.

In addition, a license issued pursuant to this article
may be revoked or suspended by the Township Council when any licensee,
who is the owner of the property upon which the licensed business
is conducted, has failed to pay the taxes due on the property for
at least three consecutive quarters.

No dog kept in a kennel or pet shop shall be
permitted off such premises, except on a leash or in a crate or other
safe control.
