It shall be unlawful for any person to operate any type of unlicensed motor-driven vehicle or conveyance, including but not limited to snowmobiles, two-wheel motor vehicles known as "minibikes," trail motorcycles, motor scooters and four-wheel motor vehicles, commonly known as "go-carts," upon any public property or Township-owned land in the Township of Cedar Grove, New Jersey.
As used in this chapter, the following terms shall have the meanings indicated:
TOWNSHIP-OWNED LAND AND PUBLIC PROPERTY
Includes, but shall not be limited to, all parks, recreation areas, ball parks, parking areas, fire access roads, sidewalk area, Board of Education property and any and all other Township or publicly owned land and premises.
The operation of said motor-driven vehicles, as defined in § 254-1, is also prohibited upon private property, except property of the operator, unless the operator of said motor-driven vehicle has in his possession a written authorization from the owner of said property to operate said vehicle on his property.
It shall be unlawful to operate any unlicensed motor-driven vehicles, as defined in § 254-1, in a careless, reckless or negligent manner so as to endanger the safety of any person or the property of any person.
The owner of such an unlicensed motor vehicle shall annually, between March 15 and May 1, register said vehicle with the Police Department and obtain a registration certificate which shall be maintained with the vehicle at all times. The annual registration fee of $5 shall be made payable to the Police Department. Nothing herein contained shall in any way be deemed an assumption of responsibility by the Township for the proper operation or mechanical condition of the unlicensed vehicle.
It shall not be unlawful for any employee of this Township to operate motor-driven vehicles, as defined in § 254-1, for the purpose of maintaining, repairing or doing any public works within the scope of his employment.

Any person who violates the provisions of this chapter shall, upon conviction thereof, be punished by a fine not exceeding $2,000 or by imprisonment for a term not exceeding 90 days, or both. A separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
