The owner or owners of any horse or horses, cattle, sheep, goats or swine are hereby prohibited from allowing any such animal or animals owned by them to run at large anywhere in the limits of the Borough.
A public pound be and the same is hereby created, in which any such animal or animals found so running at large may be impounded and safely kept, and any person who may find any such animal or animals running at large may drive and deliver the same to the public pound.
At the first meeting after this article shall go into effect a Pound Master shall be appointed by the Mayor and Council, to take charge of said pound and the animals driven and delivered to the same, and hold his office at the pleasure of the Council.
For each animal so driven and delivered to such pound, that party who shall drive and deliver the same shall be entitled to $0.25 per head, and the Pound Master shall have $0.25 for letting in, $0.15 per head for letting out of the pound and, for feeding and keeping while in the pound, $0.20 per head for each or part of a day they shall continue in said pound. If the owner of said animals so impounded shall not pay the charges for impounding and keeping them within five days after they shall be impounded and take the same away, it shall be the duty of said Pound Master to sell the same, giving at least five days' notice of such intended sale, by setting up such notice in three or more public places in the Borough, and if the owner shall not redeem the same before the time so notified, then the Pound Master shall sell the same and, out of the money arising from the sale, shall pay all charges and fees incurred according to this article and $1 for advertising and selling and pay the surplus to the owner if he shall appeal and claims the same in six months after the sale, and if the owner shall not appear and make such claim in said time, then pay such surplus to the Borough.
All persons are hereby prohibited from taking away or attempting to take away such animals from any person taking or driving them to such pound or from hindering or interfering with any such person, provided that nothing in this article shall be so construed as to debar any person from driving or leading any such animal over any street or highway for any lawful purpose.
Said Pound Master shall render to said Mayor and Council whenever called upon an itemized account of his receipts and expenditures.
