The provisions of this Article imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.

A. 
Alternate side of the street parking is hereby established on all days on all Borough streets or parts thereof which are more than 29 feet in width, from curb to curb or to the full extent of the improved roadway, in accordance with a list of widths of Borough streets prepared and duly certified by the Chief of Police and kept on file, available for public reference in the Police Department and office of the Borough Clerk. In accordance with this subsection, no person shall park a vehicle on the south and east side of any street from 8:00 a.m. on Tuesday to 6:00 p.m. on Thursday nor on the north and west side from 8:00 a.m. on Friday to 6:00 p.m. on Monday. All times set forth shall be prevailing time.
B. 
Alternate side of the street parking is hereby established on all days on all Borough streets or parts thereof which are 29 feet or less in width, from curb to curb or to the full extent of the improved roadway, in accordance with a list of widths of Borough streets prepared and duly certified by the Chief of Police and kept on file, available for public reference in the Police Department and office of the Borough Clerk. In accordance with this subsection, no person shall park a vehicle on the south and east side of any street from 8:00 a.m. on Monday to 6:30 a.m. on Thursday nor on the north and west side from 8:00 a.m. on Thursday to 6:30 a.m. on Monday. All times set forth shall be prevailing time.
C. 
The following Borough streets are exempted from the Subsections A and B of this section only as specifically delineated in this subsection: Bergen Boulevard; Broad Avenue; Glenwood Avenue; Hoefley's Lane; Oakdene Avenue; Lakeview Avenue west of Grand Avenue to the circle; Hillside Avenue between Broad and Grand Avenue; on all Borough streets or parts thereof located within Vreeland Hills, and when special parking restrictions are posted as specifically mentioned in this chapter.
D. 
It shall be unlawful for any person to cause, allow or permit any motor vehicle to stand or be parked on a street or part thereof other than as posted. A violation of this section shall result in the imposition of a fine of not less than $25.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I (§ 194-30), attached to and made a part of this chapter.
No person shall park a vehicle between the hours of the day or days specified in Schedule II (§ 194-31). Schedule II is attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule III at any time between the hours listed in said Schedule III of any day, except Sundays and public holidays, upon any of the streets or parts of streets described in Schedule III (§ 194-32), attached to and made a part of this chapter.

No person shall stop or stand a vehicle for the times specified in Schedule IV of any day upon any of the streets or parts of streets described in said Schedule IV (§ 194-33), attached to and made a part of this chapter.

A. 
No unauthorized person shall be permitted to park a vehicle in any area designated for the parking of handicapped persons, as defined in N.J.S.A. 39:4-197.5 and 39:4-204 through 39:4-206. Any vehicle parked in such designated areas shall bear the proper identification and insignia as the vehicle of a person certified as handicapped by and in accordance with the regulation of the New Jersey Division of Motor Vehicles and as specified in N.J.S.A. 39:4-204 to 39:4-206. Such parking areas shall be identified upon any of the streets or parts of streets designated in Schedule V (§ 194-34), attached to and made a part of this chapter. Annually the Leonia Police Department shall review the handicapped spaces designated for individuals to verify that the need continues.
B. 
Any person parking a vehicle in a space reserved for handicapped individuals shall be fined the sum of $250 for the first offense. In the event that the same person violates this section for a second time, or in the event of any subsequent offenses, such person shall be fined $250 plus a maximum of 90 days of community service.

A. 
Whenever snow has fallen and the accumulation is such that it covers the street or highway, an emergency shall exist and no vehicle shall be parked on Borough streets in accordance with Schedule VI (§ 194-35). These parking prohibitions shall remain in effect after the snow has ceased until the streets have been plowed sufficiently and to the extent that parking will not interfere with the normal flow of traffic.
B. 
Any unoccupied vehicle parked or standing in violation of said schedule shall be deemed a nuisance and a menace to the safe and proper regulation of traffic and any police officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of the removal and storage which may result from such removal before regaining possession of the vehicle. The Leonia Police Department shall assist the Department of Public Works during snow emergencies in traffic control and parking prohibitions until all Leonia streets are sufficiently plowed for safe passage of vehicles.

For those parking restrictions established in accordance with this chapter, as amended, which provide for a suspension of enforcement on holidays, Schedule VII (§ 194-36) shall be hereby provided which shall designate those days to be recognized as holidays, within the Borough.
