In order to qualify for a stipend allowance, an individual member of the Palisades Park Emergency Medical Services must be a full active riding member. This includes Youth Squad members. Full active riding members must have completed their probationary period and obtained their New Jersey State EMT certification and all other required training prior to be eligible to commence credits for stipends.
In order for a member to be eligible to obtain a stipend, the member must have accumulated a minimum of 20 shifts per quarter. A "shift" is defined as a normal-duty shift in which the member is on duty continuously through a specific hourly time frame.
A. 
A response to three general calls will be considered one shift towards the required 20 in each quarter.
B. 
Only one member shall receive a credit for each shift. In the event a member cannot complete his or her prescribed shift, a member must have a substitute member holding the same certificate level to complete the shift. The person replacing the member shall not receive a shift credit towards the stipend unless the amount of time of replacement is more than 1/2 of the shift, in which case the member leaving the shift will not receive credit and the credit shall be given to the replacement member.
C. 
If a member leaves an overnight shift earlier that 6:00 a.m., he/she shall not receive credit for the shift unless the replacement member has agreed to give credit for the shift to the leaving member and both parties must sign a statement determining which member will get the credit.
Any member resigning from the Palisades Park Emergency Medical Services or changing the member's status so as not to meet the minimum requirements before the end of the quarter shall forfeit the stipend.
Any member who is on medical leave of absence or academic leave of absence will receive a prorated stipend based upon the number of completed shifts prior to the commencement of his leave.
Any member qualifying for stipend shall receive such stipend as determined by the Mayor and Council, pursuant to a resolution or ordinance. The initial stipend for those members who qualify shall be $350 per month payable quarterly.
The amount of the stipend shall be determined by the governing body on an annual basis and may be amended by resolution.
It shall be the obligation of the Administrator of the Emergency Medical Services to maintain sufficient records for each emergency call and all personnel records of the members.
