A. 
Prior to the granting of final approval of a subdivision or site plan, the applicant shall have installed or shall have furnished performance guaranties for the installation for the following improvements:
(1) 
Streets or portions thereof.
(2) 
Street signs.
(3) 
Curbs and/or gutters.
(4) 
Sidewalks.
(5) 
Streetlighting.
(6) 
Shade trees, to be located on the street line so as not to interfere with utilities or sidewalks and to be of the types permitted under the rules and regulations of the Shade Tree Commission of Palisades Park now in effect or hereafter adopted.
(7) 
Topsoil protection. No topsoil shall be removed from the site or used as spoil. Topsoil moved during the course of construction shall be redistributed and stabilized by seeding or planting or such other method that will ensure that it will remain in place and free from erosion.
(8) 
Monuments, to be of the size and shape required by Section 4 of Chapter 358 of the Laws of 1953[1] and to be placed in accordance with the statute.

(9) 
Water mains, culverts, storm sewers and sanitary sewers. All such installations shall be properly connected with an approved system and shall be adequate to handle all present and probable future development.
B. 
An applicant for subdivision or site plan approval shall provide for the installation or furnish a performance guaranty for the same for off-tract water, sewer, drainage and street improvements and easements therefor required by the Planning Board in connection with an application for development, if such off-tract improvements:
(1) 
Are wholly or partially made necessary by the subdivision or site plan or improvements thereon; and
(2) 
Do not confer material benefits on any land other than the land within the subdivision or site plan.
C. 
An applicant for subdivision or site plan approval shall provide for payment of its proportionate share, in accordance with the standards of Article XV, of the cost of the ultimate installation of all off-tract water, sewer, drainage and street improvements and easements therefor required by the Planning Board in connection with the subdivision or site plan, if such off-tract improvements:
(1) 
Are wholly or partially made necessary by the subdivision or site plan or the improvements thereon; and
(2) 
Confer benefits on lands other than those within the subdivision or site plan, as well as those of the subdivision or site plan.
D. 
In addition to the improvements specified in Subsection A, site plan applicant shall, upon conditions delineated by the Planning Board, install or provide for the ultimate installation, prior to issuance of a certificate of occupancy, of the following:
(1) 
Buffer, landscaping and foundation planting.
(2) 
On-site paved parking areas and all appurtenant curbs, islands, lighting and driveways and other traffic control devices.
(3) 
Fencing and screening.
(4) 
On-site lighting.
All of the above-listed improvements shall be subject to inspection and approval by the Borough Engineer, who shall be notified by the developer at least 24 hours prior to the start of construction. No underground installation shall be covered until inspected and approved by the Building Inspector and/or Borough Engineer of the Borough of Palisades Park.
