A. 
General. The subdivision plat shall conform to design standards that will encourage good development patterns within the borough. The subdivision shall conform to the proposals and conditions shown on the Master Plan or Official Map. The streets, drainage rights-of-way, school sites, public parks and playgrounds shown on the Master Plan or Official Map shall be considered in approval of subdivision plats. Streets and drainage rights-of-way shown on the final plat shall be such as to lend themselves to the harmonious development of the borough and enhance the public welfare in accordance with the following design standards.
B. 
Streets.
(1) 
The arrangement of streets not shown on the Master Plan or Official Map shall be such as to provide for the appropriate extension of existing streets.
(2) 
Minor streets shall be so designed as to discourage through traffic.
(3) 
Subdivisions abutting arterial streets shall provide a marginal service road or reverse frontage with a buffer strip for planting or some other means of separation of through and local traffic as the Planning Board may determine to be appropriate.
(4) 
The right-of-way width shall be measured from lot line to lot line and shall not be less than the following:
(a) 
Arterial street: 66 feet to 80 feet.
(b) 
Collector street: 60 feet.
(c) 
Minor street: 50 feet.
(d) 
Marginal access street: 50 feet.
(e) 
Internal roads in commercial and industrial development: determined on an individual basis and, in all cases, of sufficient width and design to safely accommodate the maximum traffic, parking and loading needs and maximum access for fire-fighting equipment.
(5) 
No subdivision showing reverse strips controlling access to streets shall be approved except where the control and disposal of land comprising such strips has been placed in the Mayor and Council under conditions approved by the Planning Board.
(6) 
Subdivisions that adjoin or include existing streets that do not conform to the widths as shown on the Master Plan or Official Map or the street width requirements of this chapter shall dedicate additional width along one or both sides of said roads. If the subdivision is along one side only, 1/2 of the required extra width shall be dedicated.
(7) 
Grades or arterial and collector streets shall not exceed 4%. Grades on other streets shall not exceed 10%. No street shall have a minimum grade of less than one-half of one percent (1/2 of 1%). Street grades shall not exceed 3% within 100 feet of a street intersection.
(8) 
Street intersections shall, as nearly as possible, be at right angles to an intersecting street and in no case be less than 60°. The block corners at intersections shall be rounded at the curbline with a curve having a radius of not less than 20 feet.
(9) 
Street jogs with center-line offsets of less than 125 feet shall be prohibited.
(10) 
A tangent of at least 100 feet shall be introduced between reverse curves on arterial and collector streets.
(11) 
When connecting street lines that deflect from each other at any one point by more than 10°, and not more than 45°, they shall be connected by a curve having a radius of not less than 100 feet for minor streets and 300 feet for arterial and collector streets.
(12) 
All changes in grade shall be connected by vertical curves of sufficient radius to provide a smooth transition and proper sight distance.
(13) 
Dead-end streets (culs-de-sac) shall not be longer than 600 feet and shall provide a turnaround at the end with a radius of not less than 50 feet and tangent wherever possible to the right side of the street. If a dead-end street is of a temporary nature, a similar turnaround shall be provided and provisions made for future extension of the street and reversion of the excess right-of-way to the adjoining properties.
(14) 
No street shall have a name which will duplicate or so nearly duplicate as to be confusing with the names of existing streets. The continuation of an existing street shall have the same name.
C. 
Blocks.
(1) 
The block length and width or acreage within bounding blocks shall be such as to accommodate the size of lot required in the area by the Zoning Ordinance[1] and to provide for convenient access, circulation control and the safety of street traffic.

(2) 
In blocks over 1,000 feet long, pedestrian crosswalks may be required in locations deemed necessary by the Planning Board. Such walkways shall be 10 feet wide and be straight from street to street.
(3) 
For a commercial or industrial use, the block size shall be sufficient to meet all area and yard requirements for such use.
D. 
Lots.
(1) 
Lot dimensions and area shall not be less than the Zoning Ordinance requirements.
(2) 
Insofar as is practical, side lot lines shall be at right angles to straight streets and radial to curved streets.
(3) 
Each lot must front upon an approved street at least 50 feet in width.
(4) 
Where extra width has been dedicated for the widening of existing streets, lots shall begin at such extra width line, and all setbacks shall be measured from such line.
(5) 
Where there is a question as to the suitability of a lot or lots for their intended use due to factors such as rock formations, flood conditions or similar circumstances, the Planning Board may, after investigation, withhold such approval until adequate remedies are proposed and accepted.
E. 
Public use and service areas.
(1) 
In large-scale developments, easements along rear property lines or elsewhere for utility installation may be required. Such easements shall be at least 15 feet wide and located in consultation with the companies or municipal departments concerned.
(2) 
Where a subdivision is traversed by a watercourse, drainageway, channel or stream, there shall be provided a stormwater easement or drainage right-of-way conforming substantially with the lines of such watercourse and such further width or construction, or both, as will be adequate for the purpose.
(3) 
Natural features such as trees, brooks, hilltops and views shall be preserved whenever possible in designing any subdivision containing such features.
F. 
Utility design.
(1) 
All storm drains and culverts and all sewage disposal and water supply systems shall meet the standards prescribed by and approved by the borough, county and state health and engineering authorities having jurisdiction.
(2) 
Each subdivision plat submitted to the municipal agency shall be reviewed by the Borough Engineer to establish requirements to prevent adverse drainage conditions both on and off the site. The drainage system shall be designed in conformance with accepted engineering standards. Unless otherwise stipulated by the Borough Engineer, drainage facilities shall be designed on the basis of a one-hundred-year storm frequency in accordance with the rules and regulations of the New Jersey Department of Environmental Protection, pursuant to Chapter 232 of the Laws of 1975.
(3) 
Gas, electric and telephone service shall be provided by the applicant in concert with the appropriate public utility providing such service. Said service on the site shall be provided as a part of an underground system. If such facilities cannot be reasonably provided due to topographic or geologic conditions of the land or due to technological circumstances and where the applicant can adequately demonstrate the lack of feasibility of the same to the satisfaction of the Planning Board, a waiver of this requirement may be granted by the Planning Board.
G. 
Flood hazards. Each subdivision plat within a designated flood hazard boundary as established by federal or state authorities or departments shall include and delineate the flood hazard area and any proposed measures for alleviating actual or potential flooding conditions on the site or adjacent sites.
H. 
Erosion. Each subdivision plat submitted shall set forth measures proposed to protect and conserve soil from erosion by wind or water or from excavation or grading.
A. 
General guidance. In reviewing any site plan or subdivision plat which contains site plan proposals, the municipal agency shall be guided by the following standards.
B. 
Conformance with zoning standards. In reviewing any development application, the municipal agency shall find that the proposal conforms to the Zoning Ordinance[1] of the Borough of Palisades Park or that requests for variances are a part of the application and are duly noted on the application.

C. 
The design standards for site plans shall be as follows:
(1) 
Streets and utilities. All streets to be dedicated or improved and all utility installations shall comply with applicable standards of the borough, shall be reviewed and approved by the Borough Engineer and shall conform to applicable standards of the utility company and to the provisions of § 167-108 of this chapter.
(2) 
Flood hazards. Any site plan for property within a designated flood hazard boundary as established by federal or state authorities or departments shall include and delineate the flood hazard area and any measures for alleviating actual or potential flooding conditions on the site or on adjacent sites.
(3) 
Erosion. Each site plan shall set forth measures proposed to protect and conserve soil from erosion by wind or water or from excavation or grading and shall be submitted to the Soil and Water Conservation District where required by law.
(4) 
Natural resources. Each site plan submitted shall seek to preserve, to the fullest extent practicable, the existing natural resources of the site.
(5) 
Location of buildings. The design and layout of buildings and accessory parking areas shall be aesthetically pleasing and shall constitute an efficient arrangement. Particular attention shall be given to safety and fire protection, the impact on surrounding development, contiguous and adjacent buildings and lands and environmental and ecological considerations.
(6) 
Lighting. Adequate lighting shall be provided to ensure the safe movement of persons and vehicles and for security purposes. Lighting standards shall be of a type approved by the municipal agency. Directional lights shall be arranged so as to minimize glare and reflection on adjacent properties. All exterior lighting for buildings, signs and parking areas shall not produce any glare beyond the property lines of the site and shall, where appropriate, be screened or oriented in such a fashion as to prevent glare. Flashing lighting or intermittent illumination shall not be permitted. Lighting which requires change in color, intensity or hue shall likewise be prohibited, except when completely shielded from the external segments of the property. Lighting shall in no way interfere with, detract from or diminish the effectiveness of any traffic signal or similar safety or warning device.
(7) 
Buffers. Buffering, where required, shall be located around the perimeter of the site to minimize the headlight glare of vehicles, noise, lighting and the movement of people and vehicles and to shield interior activities from adjacent properties.
(8) 
Landscaping. Landscaping shall be provided as part of the overall site plan, designed and integrated into the building arrangements, topography and parking and buffering requirements. The municipal agency shall approve the landscaping or planting plan, which shall include the type of material to be used, the height of such improvements, the seasonal nature of any plant material and the maintenance of the same. The municipal agency may require such planting strips, fencing and screening as may be necessary to ensure privacy and harmonious conditions between adjoining land uses.
(9) 
Signs. Signs shall be only those permitted by the Zoning Ordinance[2] and only in locations permitted by the Zoning Ordinance and shall further be so located so as not to constitute hazards to vehicles or pedestrians.

(10) 
Refuse collection. Provision shall be made for the proper storage and collection of refuse. All such storage shall be maintained within the confines of an enclosed building or structure and shall be reasonably accessible for vehicular collection on the site. The Palisades Park Board of Health may review and approve the location and method of collection on the site. All garbage and refuse systems shall meet municipal specifications as to installation and construction.
(11) 
Noise. Provision shall be made for the protection of neighboring properties and the public at large against all loud and offensive noises emanating from the subject property.
(12) 
Access and parking.
(a) 
There shall be adequate provision for ingress to and egress from all parking spaces and loading and unloading spaces. The geometric design of a driveway connection to a public street shall be governed by sound traffic engineering principles. Any vertical curve on a driveway shall prevent the dragging of any vehicle undercarriage and shall provide a clear view of traffic on the street intersecting with said driveway.
(b) 
All parking spaces shall be usable and safely and conveniently arranged. Access to the site from adjacent streets shall be designed so as to interfere as little as possible with traffic flow on these streets and to permit vehicles a rapid and safe ingress and egress. The municipal agency shall approve the location of all proposed parking spaces on the site and shall take into consideration the size and topography of the site, visibility from the site to the adjoining street, as well as within the parking areas, conditions of safety relating to the movement of people and vehicles and the elimination of nuisance factors, including glare, noise, dust and other similar considerations.
(13) 
Parking space sizes and aisle widths. Each off-street space and the aisle width accessory thereto shall be as specified in the Zoning Ordinance.
(14) 
Circulation within the parking area. Parking spaces shall be located in such a fashion as to permit all vehicles to exit and enter the same in a safe and orderly manner. Under no circumstances shall vehicles be permitted to back out of a parking space onto a street or otherwise block the free movement of traffic on the street or in the parking area or to block specific points of safety control, such as fire hydrants, fire zones, doorways, elevators or other similar locations. Aisles and circulation patterns shall be designed to permit emergency and service vehicles, such as delivery trucks, solid waste collection vehicles and the like, to have reasonable access to and space for their intended functions. All parking spaces shall be designed free and clear of any obstruction to individual stalls.
(15) 
Pedestrian circulation within the parking area. Pedestrian circulation within a parking area shall be, to as great an extent as possible, separated from vehicular traffic. Safety zones, crossing points and sidewalk areas, where warranted, shall be provided.
(16) 
Loading. There shall be provided on the same lot, when necessary, a sufficient number of loading spaces to permit loading and unloading operations to occur without impeding the normal circulation of vehicular traffic on the site or on abutting streets. Such loading spaces shall be located on the site in such a position as to cause the least hindrance to internal circulation and the least noise and aesthetic disturbance to the public and neighboring property owners or occupants.
(17) 
Curbing and sidewalks.
(a) 
Where curbing and/or sidewalks are lacking, an applicant for site plan or subdivision approval shall install curbing and/or sidewalks along the extent of all property fronting public and private streets in accordance with the standards and specifications of the Borough of Palisades Park.
(b) 
The Borough Engineer may require curbing within parking areas in order to facilitate drainage and provide separation between pedestrian and vehicular movement. All planting islands within a parking area shall be curbed. Where a proposed driveway is to serve any land development of five or more parking spaces, curbing need not be carried across the driveway opening as a depressed curb, but rather may be swept back as curb returns. Where the driveway serves a facility having less than five parking spaces, a depressed-curb driveway shall be utilized.
(18) 
Paving. All parking areas and aisles and driveways shall be paved with dustless, durable all-weather pavement which shall be adequate in size and location to direct surface water runoff away from neighboring properties and toward approved drainage systems.
(19) 
Retaining walls. Retaining walls shall be designed to be safe and adequate for the intended purpose.
(20) 
Utility improvements (gas, electric and telephone). Gas, electric and telephone service shall be provided by the applicant in concert with the appropriate public utility providing such service. Said service on the site shall be provided as a part of an underground system. If such facilities cannot be reasonably provided underground due to topographic or geologic conditions of the land or due to technological circumstances and where the applicant can adequately demonstrate the lack of feasibility of the same to the satisfaction of the municipal agency, a waiver of this requirement may be granted by the municipal agency. Where existing utility lines, such as electric and telephone poles, exist off the site and require relocation as a result of the proposed development, the municipal agency shall be assured that said relocation will not create or maintain any hazardous or dangerous condition.
(21) 
Water supply and sanitary sewage disposal. Adequate provisions for water supply and sanitary sewage disposal shall be indicated. Said facilities shall include and not be limited to approvals, where appropriate, of the Borough Engineer, Building Inspector, Department of Health and Fire Department. The locations of all proposed fire hydrants or similar facilities shall be indicated on the site plan and shall comply with applicable Fire Department regulations.
(22) 
Storm drainage. Each site plan submitted to the municipal agency shall be reviewed by the Borough Engineer to establish requirements to prevent adverse drainage conditions both on and off the site. The drainage system shall be designed in conformance with accepted engineering standards. To facilitate the review of proposed drainage facilities for development, design calculations prepared by the applicant's engineer shall accompany the application. The design considerations shall include and not be limited to drainage areas, runoff calculations, storm drains, pipelines, inlet designs and manholes. Unless otherwise stipulated by the Borough Engineer, drainage facilities shall be designed on the basis of a one-hundred-year storm, using a one-hour intensity of two inches.
(23) 
Outside storage. Outside storage, when permitted by the Zoning Ordinance,[3] shall only be permitted in specific areas approved on the site plan by the municipal agency. Such areas shall, as nearly as may be practicable, be shielded from the public view and protected by adequate fencing and screening.

A. 
Exceptions. The Planning Board, when acting upon applications for preliminary or minor subdivision approval or site plan approval, shall have the power to grant such exceptions from the requirements for subdivision or site plan approval as may be reasonable and within the general purpose and intent of this chapter, if the literal enforcement of one or more provisions of this chapter is impracticable or will exact undue hardship because of peculiar conditions pertaining to the land in question.
B. 
Simultaneous conditional use. The Planning Board shall have the power to review and approve or deny conditional uses or site plans simultaneously with review for subdivision approval without the developer being required to make further application to the Planning Board or the Planning Board being required to hold further hearings. The longest time period for action by the Planning Board, whether it is for subdivision, conditional use or site plan approval, shall apply. Whenever approval of a conditional use is requested by the developer pursuant to this subsection, notice of the hearing on the plat shall include reference to such conditional use.
