Every person, firm, corporation or association owning or claiming to own any personal property located in the Borough of Palisades Park and intending to move in or to move out of the Borough of Palisades Park or to transport such personal property, or to cause the same to be moved or transported in or out of the Borough of Palisades Park, for the purpose of changing his or its place of residence or business shall, at least 24 hours prior to such removal or transportation, make written application for a permit for such removal or transportation to the Chief of Police, which application shall state:
A. 
The name or names of the person, firm, corporation or association owning or claiming to own such personal property.
B. 
The address from which such personal property is to be removed or transported.
C. 
The address to which such personal property is to be removed or transported.
D. 
The time at which such removal is intended to take place.
E. 
The means intended to be employed for such removal.
The application provided for in § 187-1 hereof shall be on forms prepared in the office of the Chief of Police of the Borough of Palisades Park. A copy of each application shall be forthwith filed with the office of the Chief of Police, and all applications shall be deemed public documents and shall be open for public inspection in the office of the Chief of Police daily between the hours of 9:00 a.m. and 4:00 p.m., except on Sundays, holidays and Saturday afternoons.
Applicants shall pay a fee of $5 to the Chief of Police upon filing said application and for issuance of a permit.
Upon execution and approval of the foregoing application, the applicant shall receive from the Chief of Police a permit for the transfer of such personal property, and such permit shall, upon request, be exhibited to any police officer.
Any person, firm, corporation or association applying for a removal permit who shall give to the Chief of Police any fictitious name or address or shall fail or refuse to give the correct location or destination of such personal property intended to be moved or the correct name of the owner of such personal property shall be deemed to have violated this chapter.

The moving or transportation of personal property for the purpose of changing residence or business shall be limited to the hours between sunup and sundown. Said moving or transportation of personal property shall be prohibited on Sunday except between the hours of 10:00 a.m. and 4:00 p.m.
It shall be the duty of the Police Department of the Borough of Palisades Park to enforce this chapter. A summons or summonses shall be issued to such owner or owners of personal property, or their agent in charge of same, who shall violate any of the provisions of this chapter.
Any person violating the provisions of this chapter shall, upon conviction, pay a fine of not more than $500 or be imprisoned for a term not to exceed 90 days, or both.
