By observance, common knowledge and investigation of poolrooms and billiard rooms or parlors, it has been determined that they require stringent policing for the basic interest, safety and welfare of the inhabitants of the municipality in which they are located, in order to avoid the violation of the statutes pertaining to the playing therein or the frequenting thereof by minors and for the purposes of preventing the violation of the gambling laws or the congregation of undesirable persons therein.
As used in this chapter, the following terms shall have the meanings indicated:
POOLROOM and BILLIARD ROOM OR PARLOR
Includes any club, room, place, premises, store or establishment in which more than one pool table or billiard table shall be established, operated or maintained for the purpose of gain or profit by any person.[1]
