No landlord shall increase the rent of any rental unit in excess of the increases permitted by this chapter.

The base rent may be increased by an amount equal to 4% of the base rent. The base rent may be increased only once for each consecutive twelve-month period following the last rental increase. No increase shall take effect unless the tenant has been given notice 30 days prior to the increase.

A. 
The rent for any unit on the subsidy program will be the maximum allowed under the program (hereinafter "subsidy rent"). It will be exempt, only while under the subsidy program, from the fixed-percentage annual increase.
B. 
Each year on the anniversary date of the lease, the subsidy rent will be fixed at the maximum allowed by the subsidy program.
C. 
If the subsidy is canceled or not renewed by the landlord or tenant, the rent for that unit shall be the base rent as determined in the definition of "base rent for existing rental unit" in § 235-4, plus any allowable increases to which the landlord was entitled during the time that the subsidy rent applied. The unit is then subject to the fixed annual percentage increases established by this chapter.
