Parking meter zones are hereby established, subject to the prohibition imposed by N.J.S.A. 39:4-138 upon the parking or standing of vehicles in certain places as therein specified. The Mayor and Council of the Borough of Palisades Park, deeming it necessary for the public good and safety, does hereby ordain that parking meter zones be established on the streets and highways in the Borough, and no person shall continuously park a motor vehicle in any zone in excess of the respective maximum time period set forth in Schedule XX (§ 282-64), attached hereto and made a part hereof.
No person shall park a vehicle in the parking meter zones set forth in Schedule XX hereinabove set forth unless the vehicle is parked in a parking space in front or in back of which a parking meter is installed and unless the operator of the vehicle deposits in the meter the coins required by this article and designated on the parking meter.

Between 10:00 a.m. and 9:00 p.m. on each day, except Sundays and legal holidays, when said metering shall not be required, the maximum time limit for parking in each parking zone shall be as respectively set forth in Schedule XX in § 282-64 of the Code of the Borough of Palisades Park.
The Mayor and Council shall install parking meters and designate parking meter spaces as provided in this article and subject to the provisions of N.J.S.A. 39:4-138. It is the responsibility of the Mayor and Council to supervise the use and maintenance of parking meters.

The Mayor and Council do hereby establish the following fees for the parking of vehicles in metered parking spaces:

Parking meters installed in the parking meter zones established in Schedule XX shall be on the curb immediately adjacent to the individual parking spaces. Each parking meter shall be placed so as to display a signal indicating whether the parking space adjacent to the meter is legally in use.
Each parking meter shall indicate the following:
A. 
The parking time permitted by this article.
B. 
The amount of money to be deposited.
C. 
By its dial and pointer, the period of legal parking and the condition of illegal or overparking.
Signs shall be placed in proximity to parking meters, indicating the hours and days when metered parking shall be enforced.
The Mayor and Council shall designate the parking spaces controlled by parking meters.
Operators of vehicles parked in parking meter zones set forth in Schedule XX shall park vehicles in parking spaces designated by meters. Operators shall park vehicles in parking spaces so that the front of the vehicle is nearest to the parking meter.
An operator parking a vehicle in a parking space within a parking meter zone shall immediately deposit in the adjacent parking meter sufficient coin as designated by the meter so that the meter registers parking time by its dial and pointer. No operator shall permit a vehicle to remain parked in a parking space adjacent to a meter indicating expired or overtime parking, except during the days and hours set forth in this article.
The registered owner of a vehicle shall be liable for violations of this article by the operator of the vehicle, except in the discretion of the Municipal Judge exercised pursuant to this article.

No person shall deposit any device or substitute for a United States coin, other than a credit card or debit card, in any parking meter located in any parking meter zone as set forth in Schedule XX.
No person shall willfully deface, destroy or tamper with any parking meter located in any parking meter zone as set forth in Schedule XX.
Police officers shall report, in accordance with the instructions of the Mayor and Council and the Chief of Police:
A. 
The number on the parking meter in violation of this article.
B. 
The state license number of the vehicle parked in violation of this article.
C. 
The date and time during which the vehicle is parked in violation of this article.
Police officers shall place, on vehicles parked in violation of this article, a notice informing the owner or operator that the vehicle has been parked in violation of a provision of this article. The notice shall instruct the owner or operator to report at the Violations Bureau of the Borough of Palisades Park in regard to the violation.
A. 
An owner or operator of a motor vehicle may, within 24 hours preceding the court date appearing on the summons when a notice as set forth in this article was placed on the vehicle, waive the hearing and pay to the Clerk of the Palisades Park Municipal Court at the Violations Bureau:

(1) 
In satisfaction of a penalty for an overtime violation, a sum of $30.
(2) 
In satisfaction of a penalty for improper parking, as defined by this article, the sum of $30.
B. 
Any person who does not pay the fine or penalty in accordance with this section shall be subject to the procedures and penalties imposed pursuant to this article.
A person who violates a provision of this article or who aids and abets a person violating this article, to whom the procedures of this article are inapplicable due to the nature of the violation or lack of compliance with the procedures set forth in § 282-43, shall, upon conviction by any Judge having jurisdiction over the violation, be subject to a fine not greater than $50 for each violation or imprisonment for a term not greater than 15 days in any place provided by the municipality for the detention of prisoners, or both.
