This code shall be known an shall be cited as the "Personnel Practices
Code of the Department of Health of the Borough of Palisades Park."

The terms set forth below shall take on the meanings
as provided herein unless otherwise specified:
The Board of Health of the Borough of Palisades Park.
This Personnel Practices Code of the Department of Health of the
Borough of Palisades Park.
The Department of Health of the Borough of Palisades Park.
The chief administrative officer of the Board of Health.
Those regular employees of the Department whose average workweek
consists of at least 32 1/2 hours per week.
Those employees whose average workweek consists of fewer than 32 1/2
hours per workweek.
The President of the Board.
B.
Wherever "he" or "she" is used herein, it shall be understood
to mean the other, whenever appropriate.
A.
It is the policy of the Board to foster a harmonious
and productive working environment in the Department by the adoption and enforcement
of this chapter.
B.
The Board is committed to the principles of equal opportunity
regardless of race, age, sex, religion, national origin and political opinion
or affiliation and it is further committed to the principle of affirmative
action where necessary and proper to effectuate this policy.
C.
The Board believes that the administration and supervision
of personnel are matters best dealt with on an administrative level rather
than by the Board directly. Therefore, it is the policy of the Board that
the Health Officer be given wide discretion to deal with all personnel matters,
subject, however, to the final authority of the Board.
A.
The Health Officer is the chief executive officer of
the Department and is responsible to the Board for the enforcement of this
chapter and all matters concerning personnel.
B.
All matters concerning personnel which are not specifically
covered by the provisions of this chapter shall be subject to the discretion
of Health Officer, subject to the Board.
C.
The Health Officer may, from time to time, promulgate
rules and regulations to effectuate the general policy of this chapter and
any of the provisions contained herein. Said rules and regulations shall be
included in the agenda for the next regularly scheduled Board meeting and
shall take effect immediately thereafter unless modified by the Board.
Department of Health employees are recruited, hired, evaluated, supervised
and terminated by the Health Officer, subject to the Board and under mandate
from the autonomous Board of Health. Nevertheless, Department employees are
Borough of Palisades Park employees with benefits in accord with the current
agreement between the Borough of Palisades Park and the Teamsters' Local
97 of New Jersey.
No person employed by or seeking employment with the Department of Health
will be discriminated against because of race, color, sex, sexual orientation,
religion, national origin or political affiliation. Handicapped persons who,
with reasonable accommodation, can perform the essential functions of their
job shall receive equal consideration with other applicants or employees.
