Subject to the approval of the Board at its next scheduled meeting, the Health Officer shall be responsible for filling vacant positions of employment in the Department, promoting present employees and establishing and filling new positions and shall be responsible for the establishment of employee recruitment and hiring procedures most likely to effectuate the policy of this chapter and to bring to the Department the highest quality personnel available.
The Health Officer shall prepare a letter of appointment for each new and promoted employee. The letter of appointment shall spell out the employee's duties and responsibilities, salary, specified probationary period and other information deemed relevant by the Health Officer. The letter of appointment shall specify that the appointment is subject to the approval of the Board unless said approval has already been obtained. It shall be a condition to employment in the Department that each appointee execute a copy of his letter of appointment signifying his agreement to the terms therefor as well as his receipt of, and agreement to be bound by the terms of this chapter, and all current rules and regulations which shall be delivered to the appointee along with the letter of appointment.
Unless an appointment or promotion has been approved by the Board in advance, the Health Officer shall place on the agenda at the next meeting of the Board all appointments and promotions made during the interim period since the last Board meeting, and all letters of appointment with respect thereto shall be made available for the Board's inspection at said meeting. Each appointment must be approved by the Board.
