It shall be the duty of every property owner
of lands lying within the Village to keep and maintain the same at
a grade specified by the Village Engineer so as to prevent the collection
of water into stagnant pools.
For failure of the property owner, upon notice
of the Village Clerk of not less than 15 days, to bring said land
to the grade as specified by the Village Engineer, the Board of Trustees
may cause said land to be filled and assess the expense thereof upon
said land.
