A. 
Except for a violation of § 69-4, an infraction by any person of the provisions of this chapter shall be a violation punishable by a fine not to exceed $250 or imprisonment for a period not to exceed 15 days, or by both such fine and imprisonment for conviction of a first offense; by a fine of not less than $350 nor more than $1,000 or by imprisonment for a period not to exceed 15 days, or both, for conviction of the second of two offenses, both of which were committed within a period of five years; and by a fine of not less than $1,000 nor more than $5,000 or by imprisonment for a period not to exceed 15 days, or both, for conviction of a third or subsequent offense of a series of offenses, all of which were committed within a period of five years.

B. 
In addition to the penalties provided above, any violation of § 69-14A, C, D, E or G of this chapter shall subject the person committing such an offense to a civil penalty in the amount of $10,000 for each day that the offense shall continue, collectible by and in the name of the Town of North Hempstead.
C. 
Any person who violates § 69-4 of this chapter shall be guilty of a Class B misdemeanor punishable by a fine not to exceed $500 or by imprisonment for a period not to exceed three months, or by both such fine and imprisonment. Any subsequent violation of § 69-4 by the same person within three years shall constitute a Class A misdemeanor punishable by a fine not to exceed $1,000 or by imprisonment for a period not to exceed one year, or by both such fine and imprisonment.
If any clause, sentence, paragraph, section, word or part of this chapter is adjudged by any court of competent jurisdiction to be invalid, the judgment shall not affect, impair or invalidate the remainder of this chapter but shall be confined in its operation to the clause, sentence, paragraph, section or part of this chapter directly involved in the controversy in which the judgment was rendered.
