A.
There shall be a Transportation Safety Commission consisting of 13 members appointed by City Council. There shall be included in its membership:

(1)
Six members as follows: a student in the senior class of Colonial Heights High School, a member of the Chamber of Commerce, the Chief of Police or his designee, the Director of the Department of Public Works or his designee, an instructor of driver's education at Colonial Heights High School, and a person who is physically disabled.

At least one member of City Council.
B.
A member of City Council serving on the Commission shall serve a term concurrent with his term in office. The student member serving on the Commission shall serve a one-year term and the member of the Chamber of Commerce shall serve a two-year term. All other members shall be appointed by City Council for terms of four years.
C.
Seven members of the Commission present at a meeting shall constitute a quorum for conducting business for all purposes by majority vote of those present and voting. A lesser number than a quorum may meet for discussions, but no action may be taken. The Commission may adopt such other rules of procedure not inconsistent with this subsection as it may find necessary for the transaction of business.

D.
In case a vacancy occurs on the Commission, City Council shall appoint a person to replace the originally appointed member for the remainder of the specified term, in compliance with Subsection A above. Council, in its discretion, shall have the authority to remove any member of the Commission for misconduct or neglect of duty. The members shall serve without compensation for their services.

E.
The members of the Commission, in October 1992 and in October every two years thereafter, shall meet and organize and shall elect from their number a Chairman and a Vice Chairman. The Chief of Police or his designee shall serve as Secretary.
