A. 
There shall be a Youth Services Commission consisting of 15 members appointed by City Council. Each member shall be a resident of or employed in the City of Colonial Heights or shall be responsible for the provision of services to the youth of Colonial Heights.
B. 
The Youth Services Commission shall include in its membership when possible at least one member each with experience in the fields of business, law, medicine, education, the juvenile justice system and youth services; at least one member of the Colonial Heights City Council; at least one member below the age of 18 years; representatives of public and private agencies serving youth; and private citizens of Colonial Heights not employed by government or service agencies. A majority of the members of the Commission shall be citizens who are not employed by government or service agencies and who are not elected government officials. Student members shall qualify as citizen members.
C. 
Terms.
(1) 
The member(s) of City Council serving on the Commission shall serve a term(s) concurrent with his term(s) in office. Student members of the Commission shall be appointed for one-year terms. The Commission members who are either representing public or private agencies serving youth or who are citizens not employed by government or service agencies shall be appointed by City Council for three-year staggered terms, except for the student members.
(2) 
Of the members initially appointed when the Commission is established, except for Council members, five shall be appointed for terms of three years; five for terms of two years; and five for terms of one year. Student members shall fall in the latter category. All subsequent appointments, except to fill an unexpired term, shall be for a period of three years, except as otherwise stated above.
D. 
Eight members of the Commission present at a meeting shall constitute a quorum for conducting business for all purposes. The Commission may adopt such other rules of procedure not inconsistent with this section as it may find necessary for the transaction of business.
E. 
There shall be an Executive Committee of the Youth Services Commission consisting of the Chairman, Vice Chairman and Secretary. The Youth Services Coordinator shall serve as an ex officio member. It shall be a duty of the Executive Committee, when a vacancy occurs on the Commission, to recommend to City Council a person to replace the originally appointed member for the remainder of the term and to recommend the removal of any member(s) of the Commission for misconduct or neglect of duty. The members of the Commission and the members of the Executive Committee shall serve in those offices without compensation for their services.
F. 
The members of the Commission, immediately upon their initial appointment and in each June thereafter, shall meet, elect a Chairman, Vice Chairman and Secretary and adopt rules of procedure.
It shall be the continuing duty of the Youth Services Commission to:
A. 
Assist community agencies and organizations in establishing and modifying programs and services to youth on the basis of an objective assessment of community needs and resources.
B. 
Evaluate and monitor community programs and services to determine their impact on youth.
C. 
Assist the Office on Youth in providing a mechanism whereby all youths and their families with needs for services will be linked to appropriate services.
D. 
Attempt to resolve agency policies and procedures that make it difficult for youths and their families to receive services.
E. 
Make a formal written report to City Council at least annually concerning the activities, plans and recommendations of the Commission.
F. 
Provide a public forum where concerns about youth can be expressed.
G. 
Encourage involvement of the community in the solution of problems concerning youth.
H. 
Establish a Youth Advisory Committee and a Professional Advisory Committee, each committee to consist of 10 members, with two members of each committee to be selected from Commission members.
I. 
Advise and assist the City Manager in establishing goals and objectives for the Office on Youth.
J. 
Assist the Office on Youth in conducting a biennial assessment of the needs of youth in developing an annual Delinquency Prevention Action Plan.
K. 
Encourage any additions, deletions or changes in law, policies and procedures that will improve community conditions for youth development.
L. 
Assist the Office on Youth in its function as the primary coordinating body for youth services in the City of Colonial Heights.
