A. 
There shall be a Historical Commission established, such Commission to consist of 20 members appointed by City Council. Each member shall be a resident of the City, shall own or operate a business in the City or shall, as determined by Council, have historical knowledge of the City that Council believes would benefit the Commission. There shall be included in its membership:
(1) 
One representative of the Chamber of Commerce.
(2) 
At least one member of City Council.
B. 
The member(s) of City Council serving on the Commission shall serve terms concurrent with their terms in office. All other members shall be appointed by City Council for three-year terms.
C. 
Six members of the Commission present at a meeting shall constitute a quorum for conducting business for all purposes by majority vote of those present and voting. A lesser number than a quorum may meet for discussions, but no action may be taken. The Commission may adopt such other rules of procedure not inconsistent with this division as it may find necessary for the transaction of business.
D. 
In case a vacancy occurs on the Commission, City Council shall appoint a person to replace the originally appointed member for the remainder of the specified term, if any, or in compliance with Subsection A above. Council, in its discretion, shall have the power and authority to remove any member(s) of the Commission for misconduct or neglect of duty. Any member of the Commission who fails to attend three or more consecutive meetings shall be deemed to have constructively resigned from the Commission and the City Council, in its sole discretion, may immediately remove the member from the Commission and appoint a successor. The members shall serve without compensation for their services.
E. 
The members of the Commission, immediately upon their initial appointment and in each January thereafter, shall meet, elect a Chairman and adopt rules of procedure.
It shall be the continuing duty of the Historical Commission to:
A. 
Advise and assist the Council and administration in the planning, conduct or lawful regulation of festivals or similar events open to the public and held on property designated pursuant to Chapter 286, Zoning, Article XX, Historic Districts, of the City Code, or events open to the public and held to commemorate holidays or historic occurrences of national, state or local significance.
B. 
Advise the Council, the Board of Architectural Review, the Zoning Administrator and the administration generally in the enforcement or amendment of Chapter 286, Zoning, Article XX, of the City Code, as amended, and to offer advice and analysis as to all City ordinances and policies in effect or proposed and related to the objectives of the Commission.
C. 
Encourage community agencies and organizations in establishing and modifying programs and services related to historic preservation and education.
D. 
Encourage and provide a public forum for greater awareness of the historic heritage of the City and of the public and private benefits of and available resources for historic preservation.
E. 
Advise the Council and administration as to the acquisition, disposition, maintenance, operation and use of real property designated pursuant to Chapter 286, Zoning, Article VI, of the City Code, as amended.
F. 
Encourage the public and private collection, display or use of historic and historically related publications, documents and artifacts of national, state or local significance and advise the administration as to City programs related thereto.
