The City of Colonial Heights, Virginia, is hereby divided into five (5) election precincts, which precincts shall be known as the "First Precinct," "Second Precinct," "Third Precinct," "Fourth Precinct" and "Fifth Precinct," respectively.

The First Precinct shall be composed of all of that territory situate within the following described boundaries: commencing at a point on the eastern boundary of U.S. Highway No. 1 (Boulevard) where the Colonial Heights City limit line and the Petersburg City limit line meet at the Martin Luther King, Jr., Memorial Bridge; running thence along the eastern boundary line of U.S. Highway No. 1 (Boulevard) to a point where the center line of Hamilton Avenue intersects the eastern boundary line of U. S. Highway No. 1 (Boulevard); running thence in a northerly direction along the center line of Hamilton Avenue to a point where the center line of Hamilton Avenue intersects the center line of Lynchburg Avenue; running thence in a westwardly direction along the center line of Lynchburg Avenue to a point where the center line of Lynchburg Avenue projected in a westerly direction would intersect the center line of U. S. Highway No. 1 (Boulevard); running thence in a northerly direction along the center line of U.S. Highway No. 1 (Boulevard) to a point where the center line of U.S. Highway No. 1 (Boulevard) would intersect the center line of Old Town Creek; running thence in a westerly direction along the center line of Old Town Creek as it meanders to the Colonial Heights City limit line; running thence in a southerly direction along the Colonial Heights City limit line to the Appomattox River; running thence in an easterly direction along the Appomattox River as it meanders to the point of beginning.

The Third Precinct shall be composed of all that territory situate within the following described boundaries: commencing at a point where the center line of Temple Avenue intersects the center line of U.S. Highway No. 1 (Boulevard); running thence in an easterly direction along the center line of Temple Avenue to the center line of the abandoned right-of-way of the former CSX Railroad; running thence in a northerly and westerly direction along the center line of the abandoned right-of-way of the former CSX Railroad to the point of intersection of the center line of U.S. Highway No. 1 (Boulevard); running thence in a northerly direction along the center line of U. S. Highway No. 1 (Boulevard) to the Colonial Heights City limit line at Swift Creek; running thence in a westerly direction along the Colonial Heights City limit line along Swift Creek as it meanders in a westerly direction to the point of intersection of the eastern right-of-way line of Ashby Avenue extended in a northerly direction; running thence in a northerly, westerly and southerly direction along the Colonial Heights City limit line to Old Town Creek; running thence in an easterly direction along the Colonial Heights City limit line adjacent to Old Town Creek as it meanders to a point where it intersects the center line of U.S. Highway No. 1 (Boulevard); running thence in a southerly direction along the center line of U.S. Highway No. 1 (Boulevard) to the point of beginning at the center line of Temple Avenue.

The Fourth Precinct shall be composed of all of that territory situate within the following described boundaries: commencing at a point where the center line of Temple Avenue intersects with the center line of the abandoned right-of-way of the former CSX Railroad; running thence in an easterly direction along the center line of Temple Avenue to the Colonial Heights City limit line at the Appomattox River; running thence in a northerly direction along the Colonial Heights City limit line adjacent to the Appomattox River to a point where the rear property line of Lots 11 and 10, Block A, East Covington Acres Subdivision, extended in an easterly direction intersects; running thence in a westerly direction along said line to a point that is the northwest corner of Lot 11, Block A, East Covington Acres Subdivision; running thence in a southerly direction along the western property line of Lots 11 and 12, Block A, East Covington Acres Subdivision, to a point where the center line of Pleasant Dale Avenue extended in an eastwardly direction intersects; running thence in a westerly direction along said center line to a point where said center line extended in a westerly direction intersects the center line of Conduit Road; running thence in a northerly direction along the center line of Conduit Road to the point of intersection of the center line of Riveroaks Drive; running thence in a westerly direction on a projected straight line to the center line of Interstate 95; running thence in a northerly direction along the center line of Interstate 95 to the Colonial Heights City limit line at Swift Creek; running thence in a southerly and westerly direction along the Colonial Heights City limit line along swift Creek as it meanders to a point that intersects the center line of U.S. Highway No. 1 (Boulevard); running thence in a southerly direction along the center line of U.S. Highway No. 1 (Boulevard) to the center line of the CSX Railroad right-of-way; running thence in an easterly and southerly direction along the center line of the abandoned right-of-way of the former CSX Railroad to the center line of Temple Avenue, the point of beginning.

The Fifth Precinct shall be composed of all of the territory situate within the following described boundaries: commencing at a point where the Colonial Heights City limit line adjacent to the Appomattox River intersects with the rear property line of Lots 11 and 10, Block A, East Covington Acres Subdivision, extended in an easterly direction; running thence along said extended line in a westerly direction along said line to a point that is the northwest corner of Lot 11, Block A, East Covington Acres Subdivision; running thence in a southerly direction along the western property line of Lots 11 and 12, Block A, East Covington Acres Subdivision, to a point where the center line of Pleasant Dale Avenue extended in an eastwardly direction intersects; running thence in a westerly direction along said center line to a point where said center line extended in a westerly direction intersects the center line of Conduit Road; running thence in a northerly direction along the center line of Conduit Road to the point of intersection of the center line of Riveroaks Drive; running thence in a westerly direction on a projected straight line to the center line of Interstate 95; running thence in a northerly direction along the center line of Interstate 95 to the Colonial Heights City limit line at Swift Creek; running thence in an easterly and northerly direction along the Colonial Heights City limit line adjacent to Swift Creek to the Appomattox River; running thence in a southerly direction along the Colonial Heights City limit line adjacent to the Appomattox River to the point of beginning.

There shall be one (1) voting place for each election precinct as follows:
A. 
First Precinct. The voting place for the First Precinct shall be at the Community Building.
B. 
Second Precinct. The voting place for the Second Precinct shall be at the Colonial Heights Middle School.
C. 
Third Precinct. The voting place for the Third Precinct shall be at the Lakeview Elementary School.
D. 
Fourth Precinct. The voting place for the Fourth Precinct shall be at the Colonial Heights High School Technical Center.
E. 
Fifth Precinct. The voting place for the Fifth Precinct shall be at the Tussing Elementary School.

The City Manager shall make or cause to be prepared a map of all of the election precincts of the City as defined in this chapter and deliver the same to the City Clerk, who shall have the same mounted in a permanent and conspicuous place in the Municipal Building outside and near the entrance to the Council Chambers.

Pursuant to the provisions of Virginia Code, § 24.2-712, there shall be established one (1) central absentee voter precinct to be located in the Municipal Building for the purpose of receiving, counting and recording absentee ballots cast in each general, primary or special election in the city.
