A. 
The owner or manager of any barbershop or beauty salon in the City shall keep such shop in a clean and sanitary condition at all times.
B. 
He shall use the utmost diligence to keep all razors, scissors, brushes, towels and all other articles used in connection with his business sanitary and in thorough conformity with all rules and regulations adopted and promulgated by the Director of Public Health for the proper conduct of barbershops and beauty salons.

No slops from any lot or discharge from any sink, bathroom or hydrant or other water fixture shall be permitted to flow into the street, upon the sidewalk or footway or upon the premises of any adjacent lot owner, except with his consent.
Rules and regulations promulgated by the Director of Public Health for the preservation of the public health, when approved by the State Board of Health and by the City Council and when placed on file in the office of the City Clerk, shall have the effect of an ordinance of the City Council, and any person violating or failing to comply with any provision of any such rule or regulation shall, upon conviction, be punished as prescribed in Chapter 1, General Provisions, Article II.
