The Harford County Advisory Board on Aging is
hereby established for the purpose of combining the Harford County
Commission on Aging and the Harford County Area Agency on Aging Advisory
Council into one (1) body with the authority to fulfill the functions
formerly carried out by each Board separately.
A.
The Advisory Board on Aging shall consist of twenty
(20) members who shall be appointed by the County Executive and confirmed
by the County Council in accordance with the County Charter. There
shall be at least one (1) member from each Councilmanic district.
Of the twenty (20) members, six (6) shall be appointed for initial
terms of three (3) years, six (6) for initial terms of two (2) years
and eight (8) for initial terms of one (1) year. After expiration
of the initial terms, all terms shall be for three-year terms. Vacancies
will be filled by appointment of the County Executive.
B.
The County Executive shall annually designate one
(1) of the members as Chairperson of the advisory Board on Aging.
C.
Members of the Advisory Board shall serve without
compensation.
A.
The Advisory Board shall meet at the call of the Chairperson,
but not less than four (4) times a year.
B.
Fifty percent (50%) of the currently appointed members
shall constitute a quorum. Action shall be by majority vote of the
members present; each member shall be entitled to one (1) vote.
C.
Any member who is absent for three (3) consecutive
meetings, unless excused by the Chairperson, shall be notified by
the Chairperson that he/she is subject to removal from the Advisory
Board by the County Executive, who shall be advised by the Chairperson
of the member's absences.
D.
The Advisory Board may adopt such rules and regulations,
including bylaws, as it may deem necessary to govern its procedures
and business.
A.
The Advisory Board on Aging shall:
(1)
Advise the Harford County Office on Aging.
(2)
Review the annual budget of the Office on Aging prepared
by the Aging Program Director, make recommendations and submit them
to the Director of the Department of Community Services.
(3)
Work with the Office on Aging and the Department of
Community Services to improve the potential of the Office on Aging.
The Advisory Board is empowered by majority vote to make recommendations
concerning the administration of the Office on Aging to the Department
of Community Services, the County Executive and the County Council.
(4)
Fulfill the functions and requirements of an Area
Agency on Aging Advisory Council as required by the Older Americans
Act of 1965, as amended, and Maryland State Law.
(5)
Assist the Office on Aging in developing plans for
services for the elderly, including the area plan for services for
the elderly.
(6)
Review and evaluate services and programs operated
by or funded through the Office on Aging.
(7)
Conduct public hearings.
(8)
Review legislation and policy decisions affecting
Harford County's elderly and communicate information and concerns
about such legislation and policies to the appropriate officials.
(9)
Generally assist the elderly in the County with their
problems in the areas of health, socialization, finances, recreation
and environment.
(10)
Encourage cooperative relationships and serve as a
medium of exchange for organizations interested in the elderly.
(11)
Submit an annual report to the County Executive, the
County Council and the Director of the Department of Community Services
for the preceding year on or before the first day of March of each
year.
