It shall be unlawful for any person to park, store or leave or permit the parking, storing or leaving of any motor vehicle or part thereof which is in a wrecked, junked, partially dismantled, inoperative or abandoned condition, whether or not attended, upon any public property in the county.

A violation of § 247-1 of this chapter is hereby declared to be a misdemeanor, and, upon conviction thereof, a violator is subject to a fine of not more than two hundred fifty dollars ($250.) or twenty (20) days in jail, or both.
