There is hereby established a Department of Community Services. The Director shall be qualified by training and experience to be the head of the Department. The Director shall serve during the term of office of the Mayor appointing the Director and until the appointment and qualification of a successor. Within the Department shall be the functions of recreation programs, health and welfare, senior citizens and the Ewing Community Center, each of which function shall be headed as set forth in the following §§ 4-41 to 4-46.
The Superintendent of Recreation Programs shall have adequate training, including graduation from an accredited college or university, and experience in professional recreation work. The Superintendent shall have a broad knowledge of the philosophy of recreation in a setting such as the Township of Ewing. The Superintendent of Recreation Programs shall:
A. 
Devote full-time service to the position.
B. 
Perform such duties, including but not limited to planning, organizing and ministering a comprehensive recreation program for the entire community.
C. 
Work with the Board of Recreation Commissioners in order to receive recommendations from community representatives.
D. 
Administer and operate indoor and outdoor athletic and recreational programs and activities for children and adults in parks and playground, including league programs.
E. 
Plan and promote the immediate and long-term recreational needs of the Township.
F. 
Make recommendations to the Director of the Department with respect to budget, personnel and equipment requirements.
G. 
Perform such other duties as may be assigned by the Director of the Department.
The health and welfare functions shall be administered by the Health Official appointed by the Board of Health pursuant to the provisions of Title 26 of the Revised Statutes. The Health Official shall:
A. 
Enforce state and local laws, regulations and ordinances related to public health.
B. 
Administer the public health programs of the Township, including public health nursing, community health education, environmental health and communicable disease control.
C. 
Administer the laws relating to vital statistics and supervise the local registrar of vital statistics.
D. 
Enforce state laws and regulations and Township ordinances providing for the prevention and control of disease and related inspections, including but not limited to the obligations of occupants and residents for the storage, collection and disposal of garbage and trash.
E. 
Supervise the Animal Control Officer of the Township.
F. 
Make recommendations to the Director of the Department with respect to budget, personnel and equipment requirements.
G. 
Perform such other duties as may be assigned by the Director of the Department.

Under the direction and supervision of the Health Official, the Director of Health and Welfare shall:
A. 
Supervise the Health Department.
B. 
Plan and administer a comprehensive public health program including environmental sanitation, communicable disease control, child and adult health and health education, and so forth.
C. 
Administer and enforce local health ordinances.
D. 
Direct the establishment and maintenance of essential records.
E. 
Prepare and direct the preparation of clear, sound, accurate, and informative financial and other reports containing findings, conclusions and recommendations.
F. 
Investigate new applications for public assistance.
G. 
Make determinations concerning the status for assistance, and referrals to other agencies when so required.
H. 
At the discretion of the Township, the Director of Health and Welfare may be required to obtain a Health Officer license.
The Senior Citizens Supervisor shall:
A. 
Address the needs and concerns of senior citizens within the Township.
B. 
Engage in and promote educational, social, health and recreational programs.
C. 
Guide, assist and organize existing and potential senior citizen clubs.
D. 
Coordinate efforts with other agencies and departments, including the Senior Citizens Advisory Committee.
E. 
Oversee the operation of the Ewing Senior Citizen Center and enforce the following policy of the Ewing Senior Citizen Center:
The Ewing Senior Center is intended to be a focal point where older adults come together for support services which respond to their diverse needs and for educational and recreational activities which reflect their interests, experience and skills. The center will link seniors with state, county and local resources and aid these resources in assisting Ewing's older adults and will serve as a source of information on aging for the remainder of the community and for support of family caregivers. The center may be involved in the training of professional and lay leaders and students in the field of aging and may include outreach to those who are isolated in their homes. All of this should be done with an attitude which affirms the dignity and self-worth of older adults and encourages their independence.
F. 
Make recommendations to the Director of the Department with respect to budget, personnel and equipment requirements.
G. 
Perform such other duties as may be assigned by the Director.
The Supervisor of the Ewing Community Center shall:
A. 
Administer and coordinate the various support services for the citizens of the Township which are provided at the center.
B. 
Make recommendations to the Director of the Department with respect to budget, personnel and equipment requirements.
C. 
Perform such other duties as may be assigned by the Director of the Department and as may be set forth in the applicable New Jersey Department of Personnel class specification.
