In their interpretation and application, the
provisions of this chapter shall be held to be the minimum adopted
for the promotion of the public health, safety, comfort, convenience
and general welfare. Except where specifically provided to the contrary,
it is not intended by this chapter to repeal, abrogate, annul or in
any way to impair or interfere with any rules, regulations or permits
previously adopted or issued or which shall be adopted or issued pursuant
to law relating to the use of buildings, structures, shelter or premises;
nor is it intended by this chapter to interfere with or abrogate or
annul any easements, covenants or other agreements between parties;
provided, however, that where this chapter imposes a greater restriction
upon the use of a building or premise or requires larger open spaces
than are imposed or required by any other statute, local law, rule,
regulation or permit or by any easement or agreement, the provision
of this chapter shall control.

Upon enactment by the Village Board, this chapter
shall become effective as provided by § 7-706, Subdivision
7, of the Village Law.
All prior zoning local laws and zoning laws,
including the Village Zoning Local Law of 1969, as amended, are hereby
repealed. Such repeal shall not be construed as abating any action
now pending under or by virtue of such local law or laws; or as discontinuing,
abating, modifying or altering any penalty accruing or to accrue;
or as affecting the liability of any person, firm or corporation;
or as waiving any right of the Village of Spring Valley under any
section or provision existing at the time of the passage of this chapter;
or as vacating or annulling any rights obtained by any person, firm
or corporation by lawful action of the Village of Spring Valley.
