The following described streets or parts of streets are hereby designated as limited parking and parking meter zones:
A. 
Parallel parking zones. The streets or parts of streets described in Schedule XXIII (§ 141-70A), attached to and made part of this chapter, are hereby designated metered zones for parallel parking. Parallel parking shall be permitted only when in compliance with the provisions of this article.
B. 
Diagonal parking zones. The streets or parts of streets described in Schedule XXIII (§ 141-70B), attached to and made part of this chapter, are hereby designated metered zones for angle parking. Angle parking shall be permitted only when in compliance with the provisions of this article. All cars parking at angled meters must be parked facing the meter.
The purchase, installation, regulation, control, operation and use of parking meters in said zones is hereby authorized, and the Board of Trustees of the Village of Alexandria Bay, New York, is hereby authorized and empowered to enter into a contract or contracts for the protection and maintenance of such parking meters, to the end that the same may be kept in good operating condition and to pay for such parts, protection and maintenance.
Within such zones, the Board of Trustees of the Village of Alexandria Bay, New York, may cause a parking meter to be installed at each space in such zone or zones upon the curb or sidewalk immediately adjacent to the individual parking space as designated by white or colored lines placed upon the pavement. There shall be plainly indicated on each of such meters the time limits during which such parking spaces may be occupied, and there may be such other signs of notices giving similar information and warning posted in proximity to said meters.
A. 
Wherever parking meters are installed in such spaces within such zones, as herein provided, it shall be unlawful for the operator of any vehicle to park such vehicle in any such space for more than 10 hours at any one time, and the charge made for the use of each of such parking spaces, and the money, coin or coins to be placed in the meter in each such parking space by the person using the same, and the matter in which said money, coin or coins should be placed in the meter, shall be as established from time to time by resolution of the Village Board of Trustees:

(1) 
One twenty-five-cent coin permitting the vehicle to be parked for a period of one half hour on Village streets.
(2) 
One twenty-five-cent coin permitting the vehicle to be parked for a period of one hour in Village parking lots.
B. 
The meter shall be placed in operation by inserting one coin at a time and turning the handle to stop after each coin.
C. 
The coin or coins to be placed in the meter shall be only a coin or coins of the United States or Canada.
D. 
The aforesaid time limit shall be applicable and apply during the hours from 10:00 a.m. to 6:00 p.m. Monday through Saturday.

E. 
Metered parking shall take place from May 15 to October 1 of each year only.
Each parking meter shall be placed or set in such manner as to show or display by a signal that the parking space adjacent to such meter is or is not legally in use. Each parking meter installed shall indicate by a proper legend the legal parking time established and when operated shall indicate on and by its dial and pointer the duration of the period of legal parking and, on the expiration of such period, shall by its dial indicate illegal or over-parking.
A. 
The Board of Trustees of the Village of Alexandria Bay, New York, shall have lines or markings painted or placed upon the curb or upon the street adjacent to each parking meter for the purpose of designating the parking space for which said meter is to be used, and each vehicle parking adjacent to or next to any parking meter shall park within the lines of markings so established.
B. 
It shall be unlawful to park any vehicle across any such line or marking or to park such vehicle in such a position that the same shall not be entirely within the area so designated for said meter.
C. 
When a parking space in any parking meter zone is parallel with the adjacent curb or sidewalk, any vehicle occupying such parking space shall be placed so that the foremost part of such vehicle shall be nearest to the parking meter; when a parking space in any parking meter zone is diagonal to the curb and sidewalk, any vehicle occupying space in such parking meter zone shall be placed in the parking space with the foremost part of such vehicle nearest to the meter for such space.
D. 
There shall be no backing into a diagonal parking space.
When any vehicle shall occupy a parking space adjacent to which a parking meter is located in accordance with the provisions of this article, the operator of such vehicle shall, upon entering said parking space, immediately deposit or cause to be deposited a coin or coins of the United States or Canada in such parking meter and shall set such meter in operation by the method hereinbefore described and also described on each meter for the period of time hereinbefore prescribed for the coin or coins so deposited. Upon such deposit, said parking space may be lawfully, continuously occupied by such vehicle for the period which such coin or coins have purchased. If said vehicle shall occupy the parking space beyond the time limit hereinbefore set forth, the parking meter shall by proper sign or legend indicate illegal occupancy of such space, and in that event, such vehicle shall be considered as parking overtime and beyond the period of legal parking time, and the occupancy of such space by the vehicle beyond the period of legal parking time shall constitute a violation of this article.
A. 
It shall be unlawful and a violation of this article for any person to cause, allow, permit or suffer any vehicle registered in the name of or operated by such person to be parked overtime or beyond the period of parking time established for any parking space within such zones.
B. 
It shall be unlawful and a violation of this article for any person to permit a vehicle to remain or to be placed in any parking space adjacent to any parking meter while said meter is displaying a signal indicating that the vehicle occupying such space has already occupied it beyond the period of time prescribed for such parking space.
C. 
It shall be unlawful and a violation of this article for any person to park a vehicle in any such space except during the unexpired parking period as indicated by the parking meter controlling such parking space.
D. 
It shall be unlawful and a violation of this article to deposit or cause to be deposited in any parking meter any slug, token, device or metallic substitute or any substitute for a coin of the United States or Canada.
E. 
It shall be unlawful and a violation of this article for any person to deface, injure, tamper with, open or willfully break, destroy or impair the usefulness of any parking meter installed under the provisions of this article.
The Board of Trustees of the Village of Alexandria Bay, New York, is hereby authorized and empowered to designate an officer of the Village of Alexandria Bay, New York, or to appoint a person of its own selection, whose duty it shall be to periodically collect the coins deposited in such parking meters and to account for the same and pay the same over to the Treasurer of the Village of Alexandria Bay, New York. The Board of Trustees of the Village of Alexandria Bay, New York, is hereby authorized and empowered to fix the compensation of such person so designated or appointed, and such compensation shall be payable only out of the gross receipts of said parking meters. The person so designated or appointed may be removed from said position at any time by the Board of Trustees of the Village of Alexandria Bay, New York, for any cause whatsoever.
The Treasurer of the Village of Alexandria Bay, New York, shall keep a complete record of the collections made from all of said parking meters and shall deposit such collection. The Board of Trustees of the Village of Alexandria Bay, New York, is hereby authorized to require in its discretion the Treasurer of the Village of Alexandria Bay, New York, to keep a complete record of the collections made from each meter or from any group or groups of meters in order to ascertain the necessity for and the usefulness thereof.
Nothing in this article shall be construed as prohibiting the Board of Trustees of the Village of Alexandria Bay, New York, from providing for free parking space for bus stops and for taxicab stands, provided that proper designating signs are erected and maintained in such spaces, and there shall be no parking in such spaces except by the vehicles so designated.
Commercial trucks may park in the parking meter spaces to load or to unload merchandise, without depositing coins, for such period required for such loading or unloading.
At any place or places within such limited parking and parking meter zones where parking meters are not placed and maintained, the Board of Trustees of the Village of Alexandria Bay, New York, may, in the interests of public safety and the free flow of traffic in the streets and avenues, cause no-parking areas to be established and/or limit parking of vehicles to five minutes, provided that designating signs are erected and maintained in such areas.
It shall be the duty of the police officers and meter attendants of the Village of Alexandria Bay, New York, to report:
A. 
The number, if any, of each parking meter which indicates that the vehicle occupying the parking space adjacent to such meter is or has been parked in violation of any provision of this article.
B. 
The state license number of such vehicle.
C. 
The time during which such vehicle is parking in violation of any of the provisions of this article.
D. 
Any other facts relating to such violation.
The police officer or parking attendant observing any violation of overtime parking shall attach to such vehicle a notice to the owner or operator thereof that such vehicle has been parked in violation of the provisions of this article. Each such owner or operator may, within 10 days from the day when such notice was attached to such vehicle, answer at the Traffic Violations Bureau of the Police Justice's Court of the Village of Alexandria Bay, New York, either in person or by written power of attorney, and pay a penalty in an amount as established from time to time by a resolution of the Village Board of $5, United States funds, and, in writing, waive a hearing in court, plead guilty to the offense and authorize the person in charge of the Bureau to make such a plea and pay such a penalty in Court. The payment and acceptance of said penalty in the sum established by the Village Board of $5, United States funds, as aforesaid shall be deemed complete satisfaction for the violation. The failure of such owner or operator to make such payment as aforesaid within said period shall render such owner or operator subject to an additional $15, United States funds, penalty. After 30 days, the penalty shall increase to $20, United States funds.
The coins required to be deposited in parking meters, as provided herein, are hereby levied and assessed as fees to provide for the proper regulation and control of traffic upon the public streets and also the cost of providing and regulating the parking of vehicles in the parking meter zones hereby created and to cover the cost of the purchase, protection, inspection, installation, operation, maintenance, control and use of the parking meters described herein, and any surplus of moneys over and above what may be needed for the above-described purposes may be transferred to the general fund of the Village.
In the event of a public emergency, the Mayor or Acting Mayor of the Village of Alexandria Bay, New York, shall have the power to suspend the operation of the provisions of this article for the duration of such emergency.
The penalty for each and every violation of any of the provisions of this article, except overtime parking, shall be hereby fixed as follows:
A. 
Any person who shall violate the provisions of § 141-34E of this article shall, upon conviction, be liable to a penalty as set forth in § 141-48 of this chapter. Any person who shall violate any other provision of this article except overtime parking shall, upon conviction, be liable to a penalty in an amount as established from time to time by resolution of the Village Board (not exceeding $75 for the first offense, and a penalty of not over $150 for a second offense and to a penalty of not more than $250 for a third and any subsequent offense within a one-year period).
B. 
If a traffic violation is not paid within 10 days from the date of the notice from the Traffic Violations Bureau, an additional penalty of $10 will be assessed.
