This article shall be known and may be cited
and referred to as the "Officers and Employees Personnel Policies
and Procedures Manual of the Borough of Lavallette."
The purpose of this article is to adopt a personnel
policies and procedures manual for the guidance, operation, and regulation
of personnel and officers of the Borough of Lavallette in order to
insure consistent, fair and lawful operations related to personnel
of the Borough of Lavallette.
A.
The Personnel Policies and Procedures Manual of the
Borough of Lavallette shall govern and be applied to all personnel
operations, tasks and responsibilities in the administration of the
Borough of Lavallette, subject to modification, supplementation or
substitution by the terms of any collective bargaining agreement duly
entered into between the Borough of Lavallette and a respective collective
bargaining unit as provided herein.
B.
In no case shall the Manual create or be interpreted
as a contract with any officer, official or employee of the Borough
of Lavallette.
A.
There is hereby adopted a Personnel Policies and Procedures
Manual of the Borough of Lavallette in a form known as the "Borough
of Lavallette - Personnel Policies and Procedures Manual." The full
text and official version of the Manual shall be maintained in the
Office of the Borough Clerk. The public shall be free to inspect the
same during normal business hours and shall be provided with a copy
in accordance with the Open Public Records Act[1] upon proper request.

B.
Upon passage and publication, a copy of the Manual
shall be distributed to all officers, officials and employees of the
Borough of Lavallette, free of charge, and receipt thereof shall be
acknowledged in writing. Any new officer, official or employee of
the Borough of Lavallette who shall become employed, appointed or
elected thereafter shall be provided with the then-current Manual
in the same way.
C.
The Manual may be supplemented or amended from time
to time as provided by law.
