of the local forest warden appointed pursuant to § 10.1-1135,

so dry as to create a serious fire hazard endangering lives and property
within the County, declare an open burning emergency and prohibit
any person from engaging in any open burning until the emergency has
terminated; provided, however, such declaration shall be subject to
ratification by the Board of Supervisors at its next regularly scheduled
meeting.
