It shall be the duty of every owner, tenant, lessee or occupant of every building within the corporate limits of the Borough of Brooklawn to provide or cause to be provided and to keep on the premises at all times suitable metallic, watertight, closely covered receptacles for receiving and holding only the garbage and other animal and vegetable refuse that may accumulate or be collected in the said building.
It shall be unlawful for any person or persons other than the person or persons designated by and/or bound under contract to the Borough of Brooklawn together and remove or attempt to remove any garbage or other animal and vegetable refuse within the corporate limits of the Borough of Brooklawn.
A. 
Every contractor and any employee or employees of the contractor or contractors and every other person authorized by the Borough Council of the Borough of Brooklawn to collect garbage and other animal and vegetable refuse, in collecting the same from the streets, highways, alleys or from any house, lot or building in the Borough of Brooklawn, shall deposit the same in a watertight covered wagon, box, tank or receptacle.
B. 
Said collections shall be made between the hours of 7:00 a.m. and 6:00 p.m. of the days designated for collection by the Borough Council of the Borough of Brooklawn.
C. 
All receptacles shall be conveniently placed by the owner, tenant, lessee or occupant of the building on the curbline no earlier than 4:00 p.m. on the evening before the designated day of collection and shall be removed by 7:00 p.m. on the date of designated collection.

D. 
No owner, tenant, lessee or occupant of any residential, commercial or industrial building in the Borough of Brooklawn shall bring trash, garbage, vegetable or animal waste, construction debris or any other material classified as solid waste for collection from other locations outside the Borough of Brooklawn.
No person engaged in the collection of garbage and other animal and vegetable refuse as aforesaid shall obtain the same except by means of the sidewalks, paths and other means of access. No person shall trespass upon the lawn or damage any property of the owner and occupant of any house, residence or building in said Borough of Brooklawn.
A. 
No contractor or any employee or employees of the contractor nor any other person authorized by the Borough Council of the Borough of Brooklawn to collect garbage and other animal and vegetable refuse shall, in the course of such employment, negligently or carelessly distribute or cause to be distributed any garbage or other animal and vegetable refuse in and along any of the streets, highways or public places of the Borough of Brooklawn.
B. 
No garbage or other animal and vegetable refuse shall be deposited, thrown or placed upon any lots or pieces of ground, streets, alleys, highways or other public places in the Borough of Brooklawn.
C. 
No person shall throw, cast, place or deposit, or cause to be thrown, cast, placed or deposited, or allow to run or flow into the Delaware River or Big Timber Creek, any garbage or other animal and vegetable refuse.
Any person violating or failing to comply with any of the provisions of this article shall, upon conviction thereof, be punishable by a fine of not more than $1,000 or by imprisonment for a term not to exceed 90 days, or both. The continuation of such violation for each successive day shall constitute a separate offense, and the person or persons allowing or permitting the continuation of the violation may be punished as provided above for each separate offense.
