No used car lot shall be permitted except in a light industrial district and upon application to and approval of the Board of Adjustment. No application shall be considered by the Board of Adjustment except that of a dealer licensed by the State of New Jersey to engage in the business of buying, selling or dealing in motor vehicles, nor shall any application be considered for a lot containing less than 18,000 square feet.
The applicant shall furnish with the application a detailed plan showing the following:
A. 
Proposed entrance and exits.
B. 
Location of all spaces to be used for the parking or other distribution of vehicles on the premises.
C. 
Passageways, both pedestrian and vehicular.
D. 
Specific location of structure or structures housing office space and sanitary facilities.
E. 
Location, size and description of sanitary equipment and other restroom accommodations.
F. 
Specific location of all light sources for illumination, including size and type of lighting fixtures.
G. 
Location of fence lines, including description of height and type of fence to be erected.
The Board of Adjustment may, after public notice and hearing and subject to appropriate conditions and safeguards for safety and protection of health and the general welfare, permit the premises to be used as a used car lot as a special use without time limitation or for a stated term of years.
The Board of Adjustment, in passing upon the application, shall consider all factors having a bearing upon the health, safety and general welfare of the community and shall determine whether the granting of the special use in the particular case would result in substantial public service and convenience to the public from the use and would not be of substantial detriment to the public good.
