There is hereby created, established and continued the office of Inspector of the Borough Fire Alarm System.
The Inspector of the Borough Fire Alarm System shall keep and maintain the fire alarm system of this borough in good working order and condition at all times; shall make such tests and inspections at regular intervals as may be adequate to ensure the dependability and effectiveness of said fire alarm system; and shall from time to time make such requests and recommendations to the Mayor and Council, in writing, concerning the maintenance and improvements of said fire alarm systems as the circumstances may from time to time require. It is contemplated that the duties of said Inspector shall be performed on a part-time basis, at such times as may be convenient to said Inspector unless the condition of said fire alarm system or other circumstances shall otherwise require.
The Inspector of the Borough Fire Alarm System shall receive such compensation as the Mayor and Council shall from time to time fix and determine pursuant to law.
A. 
The Mayor shall nominate and, with the advice  of the Council, appoint the Inspector of the Borough Fire Alarm System. Should said office become vacant for any cause whatever, the Mayor shall fill such vacancy, but for the unexpired term only, by his nomination, subject, however, to the advice and consent of the Council, exactly as in the case of an appointment for a full one-year term. The Mayor shall make such nomination within 30 days after the office becomes vacant. If the Mayor fails to nominate within said 30 days after such vacancy occurs, or if the Council fails to confirm any nomination made by the Mayor, then after the expiration of said 30 days, the Council shall appoint the Inspector of the Borough Fire Alarm System. No such appointment shall be made except by a vote of a majority of the members of the Council present at the meeting, provided that at least three affirmative votes shall be required for such purpose, the Mayor to have no vote thereon except in the case of a tie.
B. 
The Inspector of the Borough Fire Alarm System shall hold his office during the pleasure of the Council. He shall not be removed from office without first being afforded an opportunity to be heard. Unless sooner removed, however, he shall hold office for one year and until his successor shall be appointed. His term of office shall commence on the first day of January in each year and end on the 31st day of December following.
