Three hours. Orchard Street, beginning 50 feet on
the northerly side from the intersection of Boiling Springs Avenue,

hours of 8:00 a.m. and 10:00 p.m., Monday through Saturday.

There shall be no parking on Grove Street between
Uhland Street and Everett Place on the northerly side between 8:00
a.m. and 4:00 p.m. during the days that school is in session.
(b)
There will be two parking spaces designated
on the southerly side of Grove Street between Uhland Street and Everett
Place. The first space shall begin 56 feet from the corner of Uhland
Street and Grove Street, for a distance of 22 feet. The second space
shall commence 78 feet from the corner of Uhland Street and Grove
Street, southeast, for a distance of 22 feet.
(c)
These two spaces shall be designated “Residents
Only” for the residential units that they are in front of.
(d)
The municipality shall issue parking permits
to the residents of the two units which are directly in front of the
parking spaces designated herein. Signs shall be installed, properly
marking those spaces for the use of residents of those units between
the hours of 8:00 a.m. and 4:00 p.m. during the days that school is
in session.
D.
There shall be no parking on Orchard Street Monday
through Friday between the hours of 8:00 a.m. and 6:00 p.m., 200 feet
east of Hackensack Street on the south side of Orchard Street.

E.
There shall be no parking on Boiling Springs Avenue,
east side, Monday and Thursday between the hours of 7:00 a.m. and
10:00 a.m. beginning at a point 90 feet south from the south curbline
of Paterson Avenue and extending southeast 168 feet.

F.
There shall be no parking on the west side of Wall
Street, beginning at the property line of 25 Wall Street, extending
250 feet north to Paterson Avenue, from 7:30 a.m. to 3:30 p.m., Monday
through Friday, while school is in session.

G.
The following spaces shall be designated “No-Parking
Zones” between the hours of 6:00 a.m. and 8:00 p.m., except
for school purposes as designated. The first spot shall commence 18.4
feet from the northeast property corner of the intersection of New
Street and Carlton Avenue, and proceeding 9.2 feet northeast to the
start of the second parking space, continuing 9.2 feet northeast to
the start of the third parking space, continuing 9.25 feet northeast
to the start of the ABA handicap parking space. The final space shall
be contained within 85.75 feet northeast from the property corner
at the intersection of New Street and Carlton Avenue. Each space shall
extend approximately eight feet in length, northwest perpendicular,
into the Borough right-of-way to the curbline.

H.
McKenzie Field parking lot.

There shall be no parking after 10:00 p.m. and before
6:00 a.m. in the north parking lot of McKenzie Field with entrance
off of Elm Street via Paterson Avenue.

Parking in said lot shall be for participants of McKenzie
School and McKenzie Field activities only.
(3)
Signs shall be erected and placed in conspicuous locations
providing for said restrictions.
I.
There shall be no parking, Monday through Friday,
from 7:00 a.m. to 9:00 a.m., on Paterson Avenue, beginning 198 feet
from the intersection of Paterson Avenue and Hoboken Road and terminating
220 feet east on Paterson Avenue.

J.
There shall be no parking on Sunday between 8:00 a.m. and 1:00 p.m.,
on the northwesterly side of Park Avenue beginning at the northwest

sentence, vehicles may use the area described in that sentence for

shall be allowed parking on the east side of Cornelia Street between
8:00 a.m. and 4:00 p.m. Tuesdays, irrespective of the provisions of
any other ordinance of the Borough of East Rutherford which prohibits
parking on the east side of Cornelia Street between Paterson Avenue
and Ann Street during such period of time.

B.
Posting. Signs shall be posted displaying the time
and day when parking is prohibited according to the above list.
C.
There shall be no overnight parking of any livery
vehicle, taxicab or limousine for hire on any streets within the Borough
of East Rutherford between the hours of 10:00 p.m. and 7:00 a.m.

D.
Penalty. Any person(s), firm (s) or corporations violating this section of the traffic ordinance, as amended, shall upon conviction thereof, be fined in an amount set by § 285-2, except that any summons issued for a violation of this section shall be considered null and void and no conviction thereof shall follow unless the street was actually swept within a twenty-four-hour period from the time of issuance of said summons.

A.
Parking of commercial vehicles, as hereinafter defined, on all streets
in the Borough of East Rutherford, on any day between the hours of
6:00 p.m. and 6:00 a.m. is hereby prohibited, unless a special permit
has been issued for such vehicle as provided hereunder.

Definitions. For purposes of this section, the following terms shall
have the meanings indicated:
Any truck, being any motor vehicle designed and used or maintained
primarily for the transport of property.
Any boat, boat trailer, utility trailer, camper-type trailer
of self- propelled camper or recreational vehicle, whether or not
affixed or connected to another motor vehicle.
Any van, pickup truck or other motor vehicle bearing commercial
license plates or having any sign, lettering or other indicia indicating
that the vehicle is maintained for business or commercial purposes.
Step vans.
Buses of all types, including, but not limited to, school buses,
school vehicle Type 2, mini school buses and any other vehicle manufactured,
sold or used as a bus.
Tractors.
Tractor-trailers, attached or unattached.
Any vehicle with more than four wheels exclusive of the spare
tire.
Any vehicle with a gross vehicle weight rating (GVWR) of more
than 7,000 pounds.
Any vehicles more than 18 feet in length and/or more than eight
feet high.
Commuter vans or other commuter vehicles.
All dump trucks regardless of size.
Limousines.
All nonpassenger vehicles and/or equipment or machinery, including,
but not limited to, construction vehicles and equipment.
Tow trucks.
C.
Passenger vehicles exempted. The provisions of this section are not
intended to apply to vehicles that are registered as private passenger
vehicles and used for, personal transportation only, including vehicles
commonly referred to as "SUVs (sport utility vehicles)", family vans,
or rear open-bed pickups.
D.
Municipal vehicles exempted. Exempt from the provisions of this section
are any motor vehicles owned by the Borough of East Rutherford or
any agency or department thereof.
E.
Prohibition on the servicing of commercial vehicles. No person shall
service a commercial vehicle on any street within the Borough of East
Rutherford. Servicing of commercial vehicles shall include washing,
cleaning, performing of mechanical repairs or maintenance, and performing
of auto body repairs or maintenance at any time. Servicing of emergency
vehicles on Borough streets in commercial situations, where a commercial
vehicle has broken down and is receiving emergency servicing for the
purpose of removing it from the place of breakdown to a garage or
repair facility, shall be permitted.
F.
Special permits.
(1)
A special permit may be issued by the East Rutherford Police Department
to a resident of the Borough of East Rutherford, provided the following
conditions are satisfied:
(a)
The vehicle for which the special permit is requested is a commercial
pickup truck or van with a maximum of 7,000 GVWR.
(b)
The applicant demonstrates an extreme hardship which creates
a necessity to park a prohibited vehicle on the streets of the Borough
of East Rutherford.
(c)
No more than one household member shall be granted a special
permit.
(d)
A special permit will only be issued if the applicant's residence
has no off-street parking.
(e)
All equipment such as pipes, pipe racks and ladders must be
removed from the vehicle daily and not exposed to public view.
(f)
The vehicle must be registered, insured, and display current
license plates.
(g)
A permit or decal supplied by the ERPD must be prominently displayed
for any vehicle parked overnight under this section. Failure to do
so may result in a summons being issued.
(h)
Payment of an annual permit fee to the Borough of $120 per year.
(2)
Homeowner or apartment regulations prohibiting commercial parking
on-site will not constitute an extreme circumstance which qualifies
the applicant for a special permit.
G.
Violations and penalties.
(1)
Any person, firm or corporation violating any provision of this section
shall be fined not less than $150 for a first offense, $300 for a
second offense, and $500, for a third and any subsequent offense.
A separate offense shall be deemed committed on each day during or
on which a violation occurs or continues.
(2)
Enforcement. Enforcement of this section shall be the responsibility
of the East Rutherford Police Department. After the issuance of a
third and any subsequent summons, such vehicle may be towed or otherwise
removed from the public street, with the owner of such vehicle being
responsible for the cost of such removal.
A.
No person or persons, firm or corporation shall park
or permit the parking of any auto, bus, truck or other vehicle in
the space designated as a "taxi stand" on the southeast side of Park
Avenue from Erie Railroad to Union Avenue and also on the south side
of Railroad Avenue for a distance of 25 feet west of Park Avenue,
unless the same be a taxicab licensed by the Borough of East Rutherford.
B.
No person or persons, firm or corporation shall park
or permit the parking of any auto, bus, truck or other vehicle on
both sides of a public road located on the northeast side of Triangle
Park between Park Avenue and Railroad Avenue at the space designated
as "bus terminal," unless the same be a bus or buses, operated with
the approval and consent of the Mayor and Council.
C.
No person or persons, firm or corporation shall park
or permit the parking of any auto, bus, truck or other vehicle on
both sides of Enoch Street, for a distance of 70 feet southwest from
Hoboken Road in the space designated as "bus terminal," unless the
same be a bus or buses operated with the approval and consent of the
Mayor and Council.
Except when necessary to avoid conflict with
other traffic or in compliance with directions of traffic or police
officer, a sign or signal, it shall be unlawful for any person, firm
or corporation to park any vehicle other than an auto bus at the following
designated bus stop zones:
A.
General: within 50 feet of the near right-hand corner
of any street upon which any autobus route is established and approved
by the Board of Public Utility Commission.
B.
Hackensack Street:
(1)
On the east side, 50 feet south from Union Avenue.
(2)
On the east side, 50 feet south from Orchard Street.
(3)
On the east side, 50 feet south from Stanley Street.
(4)
On the east side, 50 feet south from Paterson Avenue.
(5)
On the east side, 50 feet south from a point where
Garden Street, if extended, would meet.
(6)
On the east side, 75 feet south from Hoboken Road.
(7)
On the west side, 75 feet south from Hoboken Road.
(8)
On the west side, 50 feet north from Garden Street.
(9)
On the west side, 50 feet north from Paterson Avenue.
(10)
On the west side, 50 feet north from Main Street.
(11)
On the west side, 50 feet north from Orchard
Street.
(12)
On the west side, 50 feet from Union Avenue.
(13)
Along Hackensack Street in front of the entrance
of Boiling Springs Gardens, southbound on the west side thereof, beginning
at a point 10 feet north of the intersection of Hackensack Street
and Ann Street, running north thence 130 feet north therefrom along
the west side of Hackensack Street.

The area located along the west side of Hackensack
Street between points 30 feet and 120 feet south of the south curbline

The following areas shall be designated as "school
bus stops" wherein it shall be unlawful for any person, firm or corporation
to park any vehicle other than a school bus while school is in session:
A.
Main Street: beginning at a point 35 feet east of
the east curbline of Humboldt Street and extending in an east direction
to 75 feet.

The following areas are hereby designated as
"loading zones," and all parking in such area shall be and the same
is hereby prohibited:
A.
On the west side of Cornelia Street from a point where
the west curbline of Cornelia Street intersects with Paterson Avenue
for a distance of 120 feet south on the west side of Cornelia Street.
A.
Carlton Hill Condominiums.

(1)
The Carlton Hill Condominium Complex, located at Carlton
Avenue and Herrick Street, shall be and the same is hereby declared
to be subject to Subtitle 1, Title 39, of the Revised Statutes of
the State of New Jersey by the municipal authority vested by said
law, due to the pending request of said private property owners.

A.
Orchard Street beginning 25 feet from the intersection
of Boiling Springs Avenue on the southerly side, and ending 50 feet
from the intersection of Park Avenue on the southerly side, shall
be designated as "Government Employees Only" between the hours of
6:00 a.m. and 4:00 p.m., Monday through Saturday.

B.
Government employees employed by the U.S. Postal Service
shall be permitted to park as set forth herein, and within the time
periods specified, providing each employee vehicle that is permitted
to park within said designation shall have a placard, clearly displayed
and hanging from the rearview mirror in plain sight, approved by the
East Rutherford Police Department indicating its authorization to
park within the designated area.

A.
Everett
Place, between Grove Street and Paterson Avenue, both sides, shall
be designated as two-hour parking for municipal and school business.
This area is also designated for Borough Hall employee parking by
permit only during business hours.
B.
Grove
Street, on the north side, between Paterson Avenue and Everett Place,
shall be designated as two-hour parking for municipal and school business.
This area is also designated for Borough Hall employee parking by
permit only during business hours.
C.
As used
herein, the term "municipal and school business" means attending meetings
or the transaction of other business with East Rutherford municipal
or school officials in the Borough Hall or in the Faust Intermediate
School offices. It shall not include school children drop-off or pickup.

It shall be unlawful to park more than one vehicle of any description
at any location in the Borough of East Rutherford where a parking
meter has been installed or a designated parking space has been outlined;
that is to say, one vehicle shall be parked for each meter installation
for each designated parking space and no combination of vehicles such
as motorcycles, motor bikes, miniature vehicles, wagons or any other
self-propelled vehicle or vehicles shall be permitted except one such
vehicle for each parking meter or designated parking space.

It shall be unlawful for the owner or operator of any vehicle
to park such vehicle upon portions of streets or avenues designated
by lined parking spaces unless said vehicle is placed within the lines
designating each parking space.
