No person or persons, firm or corporation, except
the then-current members of the governing body of the Borough of East
Rutherford, shall park or permit the parking of any auto, bus, truck
or other vehicle in the municipal area located on the west side of
the municipal building with entrance on Grove Street between the hours
of 4:00 p.m. and 7:30 a.m., prevailing time.
Any vehicle parked contrary to the terms of
this article may be towed to a public garage by any member of the
Police Department of the Borough of East Rutherford, and the owner
or driver of such vehicle, before such vehicle shall be returned to
him, shall, in addition to the penalties herein provided, pay the
reasonable cost of such towing and garage storage.

Any firm, person or corporation who shall violate
or fail to comply with any of the provisions of this article shall,
upon conviction thereof, be punished by a fine of $25.
