Subject to rules and regulations promulgated by the Township Committee, all public records of the Township, as the term "public records" is defined in N.J.S.A. 47:1A-2, shall be:
A. 
Open to public inspection during the regular business hours maintained by the custodian of the records.
B. 
Made available to the public during regular business hours for copying by hand, under the supervision of the custodian, except those records which pertain to an investigation in progress where the inspection, copying or publication thereof would, in the opinion of the custodian, be inimical to the public interest.

A. 
Subject to any rules and regulations, if the custodian of any records finds that there is no risk of damage or mutilation of such records and that it would not be incompatible with the economic and efficient operation of the office and the transaction of public business therein, he/she may permit any citizen who is seeking to copy more than 100 pages of records to use his own photographic process, approved by the custodian and brought on to Township property, upon the payment of a reasonable fee as provided in Chapter 123, Fees.
B. 
Copies of records shall be made available by the custodian upon payment to the custodian of the fees as provided in Chapter 123, Fees, and compliance with any rules or regulations.
C. 
No fee shall be charged for copies of documents, records, or photographs requested by any duly constituted federal, state, county or municipal law enforcement agency or department.
D. 
All fees collected by the custodian shall be forwarded to the Township Treasurer.
A. 
The Tax Collector shall furnish duplicate tax bills to all persons requesting the same. The charge shall be as provided in Chapter 123, Fees.
