The Department of Public Works will include those divisions of Township government and those functions assigned to the Department by the Township Committee in accordance with this chapter.

A. 
Within the Department of Public Works there shall be a Superintendent of Public Works who shall be appointed in accordance with N.J.S.A. 40A:9-154.5. The Superintendent of Public Works shall be qualified and hold a public works manager's certificate as described in N.J.S.A. 40A:9-154.6c, provided that a person may be appointed to the position of Superintendent of Public Works on a temporary basis in accordance with N.J.S.A. 40A:9-154.6g.
B. 
Any person who shall hold the position of Superintendent of Public Works for five years or more shall be granted tenure of office and shall continue to hold the position of Superintendent of Public Works for the Township of Mullica during good behavior and efficiency.
C. 
Any person who shall attain tenure in the position shall not be removed from said position except upon a public, fair and impartial hearing in accordance with the provisions of N.J.S.A. 40A: 9-154.6.
D. 
The position of Public Works Superintendent for the Township of Mullica shall be compensated under the title of Public Works Superintendent in the Salary Ordinance of the Township of Mullica.[1]

The Department of Public Works shall:
A. 
Maintain and repair all Township streets, bridges, culverts, drains, sidewalks, curbs and gutters.
B. 
Construct and reconstruct streets, roads, bridges, culverts and drains; treat road surfaces and resurface streets and roads on a schedule established by the Township Committee and according to the standards made or approved by the Township Engineer.
C. 
Maintain all Township streets in a clean and safe condition free of obstructions and hazards and remove snow and ice from such streets as required.
D. 
Install, repair and maintain street traffic signs, lines and markers in cooperation with the Division of Police and as directed by the Township Committee.
E. 
Operate and maintain Township-owned buildings and properties and provide for the custodial and janitorial services therein.
F. 
Trim, plan, care for and preserve public parks, greens, grounds and trees in the public way.
G. 
Maintain and repair playing fields and playgrounds and recreation areas and facilities.
H. 
Coordinate activities in regard to the maintenance and preservation of public parks and playgrounds and recreation areas with the Director of Administration.
I. 
Shall have the responsibility and authority to oversee the operation of the Township transfer station and administer all programs dealing with solid waste management and recycling activities at the transfer station. The Director may coordinate with the Directors of other departments in order to facilitate the utilization of employees of other departments and the operation of the transfer station and the administration of solid waste management and recycling programs.
