A.
There is hereby created a Shade Tree Advisory Committee,
which shall consist of seven members to be appointed by the Township Committee.
The members shall be appointed as follows:
(1)
One member of the Planning Board to be appointed by the
Township Committee for a one-year term.
(2)
One member of the Recreation Advisory Committee to be
appointed by the Township Committee for a one-year term.
(3)
Five citizen members to be appointed by the Township
Committee for terms of three years, except that the first appointees shall
be appointed as follows: two for a term of one year; two for a term of two
years; and one for a term of three years. Where possible, these five members
shall be chosen with an eye towards experience or expertise in the area of
shade tree planting and maintenance.
(4)
In addition, one member of the Township Committee, appointed
by the Township Committee, shall act as liaison to the Shade Tree Advisory
Committee.
B.
The Shade Tree Advisory Committee shall organize annually,
adopt; bylaws for the conduct of its affairs and select its Chairman and other
officers to serve in accordance with such bylaws.
A.
The Shade Tree Advisory Committee shall perform the following
functions:
(1)
Advise the Planning Board and Board of Adjustment on
all applications for site plan, subdivision, PCD or PMUD applications as such
applications may have an effect upon or need for shade trees within existing
or proposed public or private rights-of-way.[1]
(2)
Recommend to the Township Committee, through the Township
Administrator, programs of shade tree improvement, planting and replacement
along public rights-of-way within the township.
(4)
Advise the Township Committee through the Township Administrator
of shade tree concerns on public property and along public rights-of-way.
B.
In performing its functions, the Shade Tree Advisory
Committee may receive grants-in-aid, gifts and donations and may hire experts
to the extent that this may be provided by the township budget.
C.
The Shade Tree Advisory Committee shall be deemed to
be part of the Department of Public Buildings and Public Properties.
