The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.

Bus stops. The stopping of vehicles except buses is hereby prohibited at bus stops in any of the following locations. Signs and markings designating such bus stops shall be maintained at such locations:

Midland Avenue, on the south side, between Palumbo Place and Pondfield Road.

Pondfield Road.
(a)
On the east side, at the southeast corner of Pondfield Road and Tanglewylde Avenue, from the south curbline of Tanglewylde Avenue to a point 55 feet southerly therefrom.

B.
Taxicab stands. The stopping of vehicles, except taxicabs, is hereby prohibited at taxi stands in any of the following locations. Signs and marking designating such taxicab stands shall be maintained at such locations:

Except where otherwise expressly permitted by this chapter, the parking of vehicles is hereby prohibited on all public highways and in parking meter zones within the Village between 2:00 a.m. and 6:00 a.m., and signs prohibiting such parking shall be maintained at appropriate locations within the Village.

I.
Resident Parking Lots. The parking of vehicles, other than those displaying resident parking permits obtained pursuant to § 290-47, is hereby prohibited for the hours enumerated, in the following locations. Signs prohibiting such parking shall be maintained at such locations:

Meadow Avenue. The parking of vehicles is hereby prohibited during school hours on the north side of Meadow Avenue from a point 32 feet east of the east curbline of Kraft Avenue, for a distance of 172 feet easterly therefrom.

Library Lane. Standing, for the time limits herein specified, is permitted in the following locations for the purpose of and while actually engaged in receiving passengers or merchandise or discharging passengers:
A.
Cedar Street, on the north side, from a point 20 feet east of the eastern edge of the McGrath Funeral Home driveway easterly to the A driveway western edge, for a period not to exceed three minutes.
The Board of Trustees is authorized to issue a special permit to allow exclusive use of a parking space in a village-owned lot without payment of fee. The space to be designated and the person to whom the permit will be issued will be made by Board resolution. The Board, at its discretion, may review the need to issue this permit on an annual basis. The permit will be issued to a person named by the Senior Citizen Coordinating Council. Use by an unauthorized vehicle will be subject to issuance of summons for prohibited parking. A sign stating the restricted use is to be placed at the space selected and designated.
A.
Authorized. Angle parking is hereby authorized in areas marked by parallel lines at an angle to the curbline in the following locations:
(1)
Cedar Street, metered parking spaces in front of the Hawkins Building.
(2)
Kraft Avenue, metered parking spaces on the west side of the street between Cedar Street and The Bank of New York.
(3)
Leonard Morange Square, on the south end at the metered parking spaces.
(4)
Library Lane, on the west side from the entrance at Midland Avenue to the southern edge of the steps leading to the back entrance to the Library.
(5)
Meadow Avenue, on the south side, between Pondfield Road and Tanglewylde Avenue, excepting the locations where parking is prohibited.
(6)
Parkway Road, metered parking spaces.
(7)
Paxton Avenue, metered parking spaces.
(8)
Pondfield Road, metered parking spaces between Cedar Street/Tanglewylde Avenue and Garden Avenue, and at metered parking spaces in front of #1 Pondfield Road.

Station Plaza East, metered parking spaces in front of the bank.

B.
Maximum space. No vehicle shall be angle parked if it is of such length as to leave less than 18 feet of clear pavement on which other vehicles may pass it.
C.
Required angle. The parking of a vehicle, in a location authorized for angle parking, with one or more of its wheels touching or crossing one or both of the parallel lines of demarcation of the parking space, is prohibited.
A.
Designated parking spaces. Designated parking spaces are restricted to vehicles displaying a handicapped parking permit or a handicapped license plate. If any designated parking space is a metered parking space, all requirements set forth in Article XI of this chapter shall apply. A sign shall be maintained at each designated parking space indicating that the designated parking space is for handicapped parking only.

Parking time limits. Notwithstanding any other provisions in these regulations, all handicapped parking meters shall be adjusted and shall permit parking for a period not to exceed the time limit of the other meters located in the same meter zone.

Parking a motor vehicle upon the public streets or municipal parking lots in the Village of Bronxville without first having been registered in accordance with the provisions of Article 14, New York State Vehicle and Traffic Law,[1] shall be prohibited.
