Whenever any work is being done on streets,
whether repair to streets or to the pipes, conduits or water mains,
it is the duty of the person performing the work to secure the public
safety, and during the night such work must be lighted so as to give
warning of the said work.
It shall be unlawful to ride or drive any animal
or vehicle upon a street undergoing repair or construction until the
same in completed and opened to public travel.
