The words and phrases used in this chapter shall,
for the purposes of this chapter, have the meanings respectively ascribed
to by the Article 1 of the Vehicle and Traffic Law of the State of
New York.
The Village Board shall provide for the installation
and maintenance of traffic control devices when and as required under
the provisions of this chapter to make effective the provisions of
said chapter and may provide for the installation and maintenance
of such additional traffic control devices as it may deem necessary
to regulate, warn or guide traffic under the Vehicle and Traffic Law
of the State of New York subject to the provisions of §§ 1682
and 1684 of that law.
A person must not drive a vehicle equipped with
metal lugs, spuds, cleats or dogs on any street or highway in the
Village, exclusive of state highways, unless a permit in writing is
obtained from the Village Department of Public Works Superintendent,
which permit must prescribe the precautions to be taken to prevent
injury to pavements and bridges, and such vehicles must not be driven
upon or through any street, or portion of a street or highway, other
than those designated in said permit, or in any manner different from
that specified in said permit. Studded snow tires will be permitted
during winter months as designated by the New York State Vehicle and
Traffic Law which states that studded snow tires are prohibited between
the first of May and the 15th of October.
All fire-fighting vehicles, police vehicles
and emergency vehicles shall be exempt from Village traffic regulations,
provided they are acting in their official capacity with due regard
for the safety and welfare of the residents of the Village of Canastota.
