A.
This chapter shall take effect from and after the
1st day of December 1994 except those parts, if any, which are subject
to approval under § 1684 of Vehicle and Traffic Law and
§ 46 of the Highway Law of the State of New York.
B.
Any part or parts of this chapter which are subject
to approval under § 1684 of the Vehicle and Traffic Law
and § 46 of the Highway Law of the State of New York shall
take effect from and after the day on which approval in writing is
received from both the New York State Traffic Commission and the New
York State Department of Public Works.
Any person who commits a violation of this chapter
shall be punished by a fine not to exceed $100 for the first offense
and by a fine not to exceed $250 for a subsequent violation.
