No subdivision of land as defined by this chapter
shall be made, no contract for the sale of any part of a subdivision
shall be made, no work on streets, drains, utilities or other improvements
relating to a subdivision shall be commenced, and no building permit
for the erection of any structure for which a subdivision of land
would be required under zoning shall be granted, except as such action
shall be in accordance with this chapter.
