The office of Township Manager is hereby created by the Township of Lower Salford.
The Manager shall be appointed for an indefinite term by a majority of the Board of Supervisors. The Manager shall serve at the pleasure of the Board, and he or she may be removed at any time by a majority vote of all of its members. At least 30 days before such removal is to become effective, the Board shall furnish the Manager with a written statement setting forth its intention to remove him or her.

The Manager shall be chosen solely on the basis of his or her executive and administrative abilities with special reference to the duties of his or her office, as herein outlined.
The salary of the Township Manager shall be fixed from time to time by the Board of Supervisors.
A. 
The Manager shall be the chief administrative officer of the Township, and he or she shall be responsible to the Board, as a whole, for the proper and efficient administration of the affairs of the Township. The powers and duties of administration of all Township business shall be vested in the Manager, unless expressly imposed or conferred by statute upon other Township officers.
B. 
Subject to recall by ordinance of the Board, the powers and duties of the Township Manager shall include the following:
(1) 
He or she shall supervise and shall be responsible for the activities of all municipal departments.
(2) 
He or she shall prepare and submit to the Board, before the close of each fiscal year, a budget for the next fiscal year and an explanatory budget message. In preparing the budget, the Manager shall obtain estimated revenues and expenditures and such other supporting data as he or she requires.
(3) 
He or she shall be responsible for the administration of the budget after its adoption by the Board.
(4) 
He or she shall, in conjunction with the preparation of the yearly budget, develop long-range fiscal plans for the municipality, such plans to be presented annually to the Board for its review and adoption.
(5) 
He or she shall attend all meetings of the Board, with the right to take part in the discussions, and he or she shall receive notice of all special meetings of the Board.
(6) 
He or she shall prepare the agenda for each meeting of the Board and supply facts pertinent thereto.
(7) 
He or she shall keep the Board informed as to the conduct of Township affairs, submit periodic reports on the condition of the Township finances and such other reports as the Board may request and make such recommendations to the Board as he or she deems advisable.
(8) 
He or she shall submit to the Board, as soon as possible after the close of the fiscal year, a completed report on the finances and the administrative activities of the Township for the preceding year.
(9) 
He or she shall see that the provisions of all leases, permits and privileges granted by the Township are observed.
(10) 
He or she may employ, by and with the approval of the Board, experts and consultants to perform work and to advise in connection with any of the functions of the Township.
(11) 
He or she shall attend to the letting of contracts in due form of law, and he or she shall supervise the performance and faithful execution of the same, except in so far as such duties are expressly imposed by statute upon some other Township officer.
(12) 
He or she shall see that all money owed the Township is promptly paid and that proper proceedings are taken for the security and collection of all of the Township's claims.
(13) 
He or she shall be the purchasing officer of the Township and shall purchase, in accordance with the provisions of the Second Class Township Code,[1] all supplies and equipment for the agencies, boards, departments and other offices of the Township. He or she shall keep account of all purchases and shall, from time to time, or when directed by the Board, make a full written report thereof.

(14) 
All complaints regarding Township services shall be referred to the office of the Manager. He or she, or an employee designated by him or her, shall investigate and dispose of such complaints, and the Manager shall report thereon to the Board.
Other than for purposes of inquiry, the Board, or any of its members, shall deal with the administrative service of the Township solely though the Township Manager, and neither the Board nor any of its members shall give orders, publicly or privately, to any subordinate of the Manager.
If the Manager becomes ill or needs to be absent from the Township, he or she shall designate one qualified member of his or her staff to perform the duties of the Manager during his or her absence or disability. The person so designated shall not perform the duties for a period longer than two weeks without the approval of the Board.
