As used in this article, the following terms shall have the meanings indicated, unless a different meaning clearly appears from the context:
CARTWAY
The portion of a street or highway improved, designed, or ordinarily used for vehicular travel, exclusive of the berm or shoulder.
STREET or HIGHWAY
The entire width between the boundary lines of a way publicly maintained when any part thereof is open to the use of the public for purposes of vehicular travel.
In order to facilitate the movement of traffic and to combat the hazards of snow and ice on the snow emergency routes named in § 320-20 hereof, the Silverdale Borough Mayor, in his or her discretion, may declare a snow and ice emergency (designated in this chapter as a "snow emergency"). Information of the existence of a snow emergency may be provided by Silverdale Borough through radio, television, newspaper or other available media, and information on the termination of the snow emergency may be given by use of the same media.
After any snow emergency is declared, it shall be unlawful, at any time during the continuance of the snow emergency, for any person:
A. 
To park a motor vehicle or to allow that vehicle to remain parked anywhere on any snow emergency route designated in § 320-20 of this chapter; or
B. 
To drive any motor vehicle on any such snow emergency route, unless that vehicle is equipped with all-wheel drive, four-wheel drive, front-wheel drive, snow tires, chains or all-weather tires.
The following Silverdale Borough roads and streets are designated as snow emergency routes:
Audrey Lane
Brighton Court
Burnish Court
Green Street
Lawndale Avenue
Noble Drive
Oak Drive
Park Avenue
Parkway South
Silver Street
Sterling Drive
Wenger Avenue
A. 
If, at any time during a period of snow emergency declared under § 320-18 of this chapter, a person shall park a motor vehicle or allow a motor vehicle to remain parked anywhere upon a snow emergency route, that person shall be guilty of a violation of this chapter and, upon conviction, shall be sentenced to pay a fine of not more than $600, and costs.
B. 
If, at any time during a period of snow emergency declared under § 320-18 of this chapter, a person shall drive a motor vehicle upon a snow emergency route without having that vehicle equipped with all-wheel drive, four-wheel drive, front-wheel drive, snow tires, chains or all-weather tires, that person shall be guilty of a violation of this chapter and, upon conviction, shall be sentenced to pay a fine of $600, and costs.
