A. Membership. The Plan Commission shall consist of the
Mayor, who shall be the Chairman, one Alderperson, the Chairman of
the Park and Recreation Commission, and four citizen members of recognized
experience and qualifications. The citizen members shall be appointed
by the Mayor, subject to confirmation by the Council, for staggered
three-year terms. The Alderperson member shall be elected by the Council
for a one-year term. Terms commence May 1 except for the Mayor, the
Alderperson member and the Chairman of the Park and Recreation Commission
who serve commensurate with the office they hold.
B. Powers and duties. The Plan Commission shall have
the powers and duties prescribed in § 62.23, Wis. Stats.,
and such other powers and duties as shall be vested in the Commission,
from time to time, by the Council.
A. Membership.
(1) The Zoning Board of Appeals shall consist of five
members appointed by the Mayor, subject to confirmation by the Council,
for staggered terms of three years, commencing January 31.

(2) Two alternate members shall be appointed by the Mayor
and confirmed by the Council for terms of three years and shall act
only when a regular member is absent or refuses to vote because of
interest.
(3) The Building Inspector shall attend meetings, upon
request, to provide technical assistance as requested by the Board.
B. Officers.
(1) Chairman. The Mayor shall designate the Chairman of
the Board.
(2) Secretary. The City Clerk or his/her designee shall
serve as Secretary to the Board.

C. Powers and duties. The Board shall have the powers
and duties prescribed in § 62.23(7)(e), Wis. Stats.
A. Membership. The Board of Review shall consist of the
Mayor, the City Clerk, and the members of the Council. The City Assessor
shall attend all meetings of the Board.

B. Powers and duties. The Board shall have the powers
and duties prescribed in § 70.47, Wis. Stats.
C. Confidentiality of information. Any information provided
by a taxpayer about income and expenses to the Assessor under § 70.47(7)(af),
Wis. Stats., shall be confidential information and is not subject
to inspection and copying under § 19.35(1), Wis. Stats.,
unless ordered by a court of competent jurisdiction. Said information
may be revealed to and used by persons in the discharge of duties
imposed by law; in the discharge of duties imposed by office, including
but not limited to use by the Assessor in performance of official
duties of the Assessor's office and use by the Board of Review in
performance of its official duties; or pursuant to order of a court.

A. Membership. The Administrative Review Appeals Board
shall consist of the Mayor, an Alderperson and one citizen member.
The Alderperson member shall be appointed annually by the Mayor, subject
to confirmation by the Council. The citizen member shall be appointed
by the Mayor, subject to confirmation by the Council, for a five-year
term, commencing May 1.
B. Powers and duties. See Chapter
6, Administrative Review, of this Code.
A. Membership. The Police and Fire Commission shall consist
of five citizens, appointed by the Mayor, for staggered five-year
terms, commencing May 1.
B. Powers and duties. The Commission shall have the powers
and duties prescribed in § 62.13, Wis. Stats., excepting
§ 62.13(6).
A. The members of the Police and Fire Commission shall
serve as the Emergency Medical Services Commission.
B. Powers and duties. The Commission shall appoint the
EMS Coordinator and Assistant Coordinator and shall establish rules
and regulations for the operation of the service, subject to the approval
of the Council, and shall have the powers and duties prescribed in
§ 62.13(5), Wis. Stats.
A. Membership. The Public Works Committee shall constitute
the Board of Public Works. The Director of Public Works shall be an
ex officio member.
B. Powers and duties. The Board shall have the powers
and duties prescribed in § 62.14, Wis. Stats., and such
other powers and duties assigned by the Council.
A. Membership. The Mayville Utility Commission shall
consist of seven members, appointed by the Mayor, subject to confirmation
by the Council. Five of the members shall be citizen members, appointed
for staggered five-year terms, commencing October 1 of each year.
Two of the members shall be Common Council members, appointed for
one-year terms, commencing May 1 of each year.

B. Powers and duties. The Commission shall be responsible for managing the Water and Wastewater Utilities in accordance with policies established by the Council and the provisions of § 66.0805, Wis. Stats. The Commission shall consult with the Council for the purpose of coordinating personnel policies with general City personnel polices. (See also Chapter
355, Sewers and Water, of this Code.)
C. The Water and Wastewater Utilities operate as separate
entities with one operating board.

A. Membership. The Park and Recreation Commission shall
include six citizen members appointed by the Mayor, subject to confirmation
by the Council, for initial terms commencing October 1, 2021. Three
of the citizen members shall be appointed for an initial term of one
year, and the remaining three citizen members shall be appointed for
an initial term of two years. After expiration of the initial terms,
all terms for citizen members of the Commission shall be for two years.
In addition to the citizen members, there shall be one Alderperson
appointed by the Mayor for a one-year term beginning on October 1,
2021, and subject to annual appointment by the Mayor. Any vacancies
on the Commission shall be filled by a member appointed by the Mayor
to fill the remainder of the vacating member’s term, and in
the case of citizen members, subject to confirmation by the Council.
B. Powers and duties. The Commission shall administer the operation of City parks and City recreation programs in accordance with Chapter
312, Parks and Recreation, of this Code. The Commission shall also make recommendations regarding the operation, management, rules, fees and complaints for the TAG Center that cannot be handled by TAG Center management. Those TAG Center items that are finance-related shall be directed to the Finance Committee, and those TAG Center items that are personnel-related shall be directed to the Personnel Committee.
C. Senior Center. In addition to the powers and duties set forth in Subsection
B above, the Commission shall establish policies and procedures for the operation of the Senior Center; prepare an annual budget and submit the same to the City Treasurer-Comptroller no later than October 1 of each year; administer all bequests and money collected, donated and appropriated for the center; and shall, monthly, audit all claims and submit vouchers to the City Treasurer-Comptroller for payment.

A. Membership. The Mayville Golf Course Operations Committee
shall consist of one member of the City of Mayville Common Council
and the members of the Mayville Golf Club Board of Directors. The
member of the Common Council shall be appointed by the Mayor for a
one-year term. The members of the Golf Club Board of Directors shall
be selected pursuant to their bylaws.
B. Organization. The Golf Club President shall serve
as the Chairman of the Committee and is responsible for setting the
monthly agenda and shall give notice of the meetings pursuant to the
Wisconsin Public Meetings Law. The City Clerk shall assist the President in posting notice
of the meetings and shall be custodian of the minutes of the meetings
and all records of the Committee.
C. Powers and duties. The Committee shall make recommendations
to the Common Council on expenditures for the annual golf course budget
no later than October 1 of each year. The Operations Committee may
authorize expenditure of funds not to exceed amounts authorized in
the City budget. Donated funds will be maintained in a separate account
for the use of Mayville Golf Club, Inc. The Committee may give advice
to the Common Council regarding golf course and clubhouse needs.
A. Membership. The Library Board shall consist of seven
members, which shall include the Mayville School District Administrator
or his representative, one member of the Council or its representative,
and five citizen members appointed by the Mayor, subject to confirmation
by the Council, for staggered three-year terms commencing July 1.

B. Powers and duties. The Library Board shall have the
powers and duties prescribed in § 43.58, Wis. Stats., and
this Code.

A. Membership. The Sex Offender Residence Board shall
consist of the Alderpersons of the City of Mayville and the Mayor.
The Mayor shall preside at all meetings of the Board. The Mayor shall
have no vote except in the case of a tie vote. A majority of Alderpersons
shall constitute a quorum. All actions of the Board shall be determined
by a majority vote.
B. Powers and duties. The Sex Offender Residence Board shall hear appeals. See Chapter
357, Sexual Offender Residency Restrictions, of this Code.
