A.
The purpose of the Environmental Advisory Committee
is to advise and assist the Township Committee, Land Development Board
and any other municipal department, committee or officials on environmental
issues.
B.
The Committee established by this chapter shall be
known as the "Environmental Advisory Committee."
C.
The Environmental Advisory Committee shall act only
in an advisory capacity and may make recommendations on development
proposals as provided in this chapter.
A.
There is hereby established the Environmental Advisory
Committee of the Township, which shall consist of up to seven members,
who shall be appointed by the Township Committee, shall be residents
of the Township of Westampton, shall serve without salary or other
compensation and shall each be removable from office by the Township
Committee at any time without cause, upon a vote of a majority of
all the members of Township Committee, except that the absence of
a Committee member from three consecutive Committee meetings shall
constitute an automatic forfeiture of that Committee member's office
without need of any action.

Alternates. The Township Committee may appoint two
alternate members. Alternate members shall be designated by the Mayor
at the time of their appointment as “Alternate No. 1”
and “Alternate No. 2.” The terms of the alternate members
shall be for two years commencing January 1 of the year of their appointment,
except that the terms of the alternate members shall be such that
the term of not more than one alternate member shall expire in any
one year; provided, however, that in no instance shall the term of
the alternate member first appointed exceed two years. Alternate members
may participate in discussions of the proceedings, but may not vote
except in the absence or disqualification of a regular member.

A.
An organization meeting shall be held annually during
January. At such meeting, the Committee shall elect a Chairman and
a Secretary from the Committee. The Committee shall hold at least
one regular meeting quarterly. Committee procedures shall comply with
the Open Public Meetings Act. A majority of all members shall constitute
a quorum.
B.
The Committee shall keep minutes of all its proceedings.
The Committee is established to assist in the
protection, development and use of natural resources. In order to
carry out these purposes, the Committee shall have the following functions:
A.
Promoting the conservation and careful management
of the natural resources of the Township.
B.
Planning and implementing programs to educate the
public about local conservation programs and issues.
C.
Maintaining an up-to-date inventory of the Township
natural resources, including all relevant mapping and documentation.
D.
Assisting the Township Committee in maintaining an
up-to-date inventory of all open space and recreation areas, both
publicly and privately owned; investigating possible appropriate use
for publicly owned open space.
E.
Assisting the Land Development Board in the latter's
duties and responsibilities, including input to the Master Plan and
long-range planning.
F.
Rendering nonbinding opinions with respect to any
matter referred for review by the land Development Board within 30
calendar days of such referral.
G.
Reviewing and making recommendations with respect
to all Environmental I Impact Reports filed by a developer with the
Land Development Board.
H.
Acting as a clearinghouse and resource for the community
on local environmental issues.
I.
Performing such other duties as directed by the Township
Committee.
