The Mayor shall be elected at large by the voters of the Township as provided by the Charter.
The Mayor shall be the chief executive of the Township. The Mayor shall:
A. 
Enforce the Charter and all laws and ordinances in effect within the Township.
B. 
Set policy together with the Council for implementation by the Administrator and the various departments of the Township, as per § 4-9E.
C. 
Make appointments pursuant to § 4-3H(7) of this chapter.
D. 
Appoint a Municipal Clerk who shall be qualified in accordance with state law with the advice and consent of Council.
E. 
Appoint two members of the Council to the Finance Committee, one of whom shall be designated Chairman whose committee shall be responsible for the review and recommendation of the annual budget prepared by the Township Administrator.
F. 
Appoint such other committees of Council as the Mayor may deem necessary.
G. 
Report annually, within the first 60 days of the year, to the Council and to the public on the condition and on the requirements of the Township and upon its problems of government; notice of such report shall be published as prescribed for public notice of ordinances.
H. 
Make such other reports to Council and to the public and such recommendations to Council for action as the Mayor may deem in the public interest.
I. 
With regard to policy, provide liaison with agencies of the State of New Jersey and with official bodies of other municipalities on matters affecting the Township and/or its citizens.
J. 
Call special meetings of the Council pursuant to law.
The Mayor shall be a member of the Council. The Mayor shall:
A. 
Participate in meetings of the Council and vote as other Council members.
B. 
Preside over the meetings of the Council.
C. 
Designate the President of the Council to act as Mayor whenever the Mayor shall be prevented, by absence from the Township, due to disability or other causes, from attending to the duties of the Mayor's office.
D. 
While presiding over meetings of the Council, have the right to move, second and to debate from the Chair, and the Mayor shall not be deprived of any right to vote or of any other rights, powers or duties of a Council member by virtue of his/her presiding over the meeting.
The Mayor may delegate to other officers of the Township such functions, powers and duties as he/she may deem appropriate, except for the duties required by the Charter to be performed by the Mayor.
The President of the Council shall serve in place of the Mayor in the event of the absence of the Mayor or the Mayor's disability or refusal to act. When serving as Acting Mayor, the President of the Council shall have all of the rights, powers and duties of the Mayor.
