All rules, regulations and definitions contained in this chapter shall apply to all of the parks, athletic fields and playgrounds under the jurisdiction or control of the Township, in addition to any other prohibited activities as set forth in § 198-13 hereof. Any conflict between § 198-13 hereof and any other provision of this chapter shall be resolved in the favor of § 198-13.

The following activities are prohibited:
A. 
Use and/or presence of cats, dogs, horses, or any other domesticated animal, whether accompanied by their owner or not, is prohibited in all parks, athletic fields and playgrounds under the control of the Township, except for special events approved by the Township or animals that assist the disabled. The owner of the animal will be held strictly liable for any violation.
B. 
Littering, dumping, destruction of property and/or equipment; disorderly conduct; use or possession of illegal narcotics; use or possession of alcoholic beverages, except that the sale and serving of beer, and its consumption by members of the public in such areas in Bundt Park as are designated by the Township Administrator after consultation with the Recreation Advisory Committee on the Township’s annual “Community Day,” generally held in April of each year shall be permitted; camping, except for special events approved by the Township; advertising unless specifically approved; and parking in unauthorized parking areas; and golfing except for special events approved by the Township. The sale, serving and consumption of beer on Community Day shall be conducted in accordance with all applicable regulations pertaining to alcoholic beverages, as may be promulgated by the State of New Jersey.

C. 
Smoking or lighting of any tobacco of any kind on playing fields and bleachers. Smoking is permitted elsewhere.
Any person violating these rules and regulations, in addition to any other penalties, fines, or damages they may be liable for under any other law or regulation, shall be liable for and shall be subject to the penalties stated in Chapter 1, § 1-17.
